The Vitebsk Regional Executive Committee announces an open regional competition for events in digital development and innovative projects (works, events) for funding from the Innovation Fund of the Vitebsk Regional Executive Committee in 2027.
The open competitive selection and departmental scientific and technical expertise of projects (works, events) funded from the innovation fund of the Vitebsk Regional Executive Committee are carried out in accordance with the Instructions on the procedure for conducting and using the funds of the innovation fund of the Vitebsk Regional Executive Committee, approved by the decision of the Vitebsk Regional Council of Deputies of August 23, 2012 No. 203 (hereinafter referred to as Instructions No. 203) and the Instructions on the procedure for conducting an open competitive selection of events in the field of digital development and events for scaling up the results of pilot projects in the field of digital development for funding from the innovation fund of the Vitebsk Regional Executive Committee, approved by the decision of the Vitebsk Regional Council of Deputies of May 22, 2024 No. 22 (hereinafter referred to as Instructions No. 22).
The innovation fund's resources are used for
- implementation of innovative projects carried out within the framework of the state program of innovative development of the Republic of Belarus;
- carrying out research, experimental design and experimental technological works that ensure the creation of new products, new (improved) technologies, new services for the Republic of Belarus;
- organization of activities and development of the material and technical base of innovation infrastructure entities, including for capital expenditures;
- development of the material and technical base of industry laboratories, for which a model regulation is determined by the Council of Ministers of the Republic of Belarus, including for capital expenditures;
- financing of research, experimental design and experimental technological work carried out within the framework of the implementation of innovative projects, work on the organization and development of the production of scientific and technical products created as a result of the implementation of innovative projects and tasks of state scientific and technical programs, and providing state financial support for the implementation of innovative projects in the form of innovative vouchers and grants from funds allocated for these purposes to the Belarusian Innovation Fund;
- holding scientific and scientific-practical conferences, seminars, symposia, exhibitions of scientific and technical achievements, preparation and publication of scientific, technical and scientific-methodological literature;
- financing of measures in the sphere of digital development of the real sector of the economy, programs for the socio-economic development of administrative-territorial units, regional sets of measures in accordance with Decree of the President of the Republic of Belarus No. 136 of April 7, 2022 "On the state administration body in the sphere of digital development and informatization issues".
Criteria

1. organization of a technological process that ensures an average added value per employee, similar to the average added value per employee in the corresponding type of economic activity in the European Union or exceeding this level;
2. export orientation of the innovative project (export exceeding import);
3. creation and implementation of new technologies and (or) production of products new to the Republic of Belarus and (or) the world economy;
for events in the field of digital development
- compliance with the List of events in the field of digital development, approved by the Resolution of the Ministry of Communications and Informatization of the Republic of Belarus of October 6, 2022 No. 18 "On the List of events in the field of digital development";
- compliance with the main directions of digital development in the Republic of Belarus until 2030, established by subparagraph 1.1 of paragraph 1 of the Decree of the President of the Republic of Belarus of November 29, 2023 No. 381 "On Digital Development";
- fulfillment of the tasks of socio-economic development of the Republic of Belarus and its administrative-territorial units;
- achievement of indicators of the level of digital development of economic sectors and administrative-territorial units, approved by the Resolution of the Council of Ministers of the Republic of Belarus of April 21, 2023 No. 280 "On measures to implement the Decree of the President of the Republic of Belarus of April 7, 2022 No. 136";
- focus of events on the creation and (or) implementation of new information and other advanced technologies for the region;
- economic and (or) social effect from the implementation of the event in the field of digital development for the Vitebsk region.

organizations whose property is in communal ownership, economic societies, the shares (stakes in authorized funds) of which are in communal ownership;
scientific, design, and engineering organizations of the Republic of Belarus, regardless of their subordination;
organizations of the Republic of Belarus without departmental subordination;
other organizations of the Republic of Belarus that are payers of profit tax to local budgets in the Vitebsk region.
events in the field of digital development
- structural divisions of the Vitebsk Regional Executive Committee;
- city and district executive committees of the Vitebsk region;
- state organizations, business entities in which the Vitebsk region or its administrative-territorial unit, holding shares (stakes) in the authorized capital, can determine the decisions made by these business entities;
- organizations subordinate to republican state administration bodies or part of state associations subordinate to the Government of the Republic of Belarus (by agreement with these state bodies, state associations).

- application for participation in the open competitive selection (specify the requested amount of funds from the innovation fund, justification for its allocation, intended use of funds, project implementation timelines (work, events), implementation of domestic developments, economic and (or) social impact from the project implementation (work, events);
- project business plan (for innovative projects);
- feasibility study of the work (for research, experimental design, experimental technological work);
- business plan or business project (for innovation infrastructure entities);
- justification for the need to develop the material and technical base, including capital expenditures, with an attached list of required equipment (work, services), agreed with the interested state body (organization), a copy of the minutes of the meeting of the customer's scientific and technical council (expert or feasibility study council) on the expediency of carrying out the measures (for industry laboratories);
- conclusion on the innovation project (project business plan) issued by the management body of the regional executive committee or city/district executive committee;
- documents confirming the novelty of the technology and (or) products for the Republic of Belarus and (or) the world economy (for innovative projects);
- other documents and materials related to the implementation of projects (works, events).
- Executive committees of oblast executive committees, city and district executive committees shall form consolidated applications for the use of innovation fund resources, compiled in accordance with the directions specified in clause 7 of Instruction No. 203, and shall send them by March 10, 2026 to the economics committee of the oblast executive committee for consideration by the commission.
