To create favorable conditions for entrepreneurial activity and ensure interaction between local government bodies and small and medium-sized businesses, a Council for the Development of Entrepreneurship has been established and operates under the Rossony District Executive Committee.
The main tasks of the Council are:
- consideration of a set of measures to ensure the implementation of small and medium-sized business programs in the region, development and promotion of initiatives to stimulate entrepreneurial activity and increase the contribution of private business to regional development;
- analysis of the practice of entrepreneurship in the region, identification of characteristic problems, development and submission of proposals for their systematic solution to the Council for the Development of Entrepreneurship, established by Decree of the President of the Republic of Belarus No. 370 of October 10, 2017 "On the Council for the Development of Entrepreneurship";
- consideration of disputes and conflict situations arising between business entities and local executive and administrative bodies, development and promotion of measures for their resolution;
- raising the level of legal culture and business ethics of entrepreneurs, forming skills for solving problematic issues through public discussion and dialogue.

State registration of business entities is carried out at the location of the legal entity and at the place of residence of the individual entrepreneur.
State registration of business entities of the Rossony district, with the exception of commercial organizations with the participation of foreign and international organizations, is carried out by the Rossony District Executive Committee on a declarative basis on the day of submission of documents required for its implementation.
State registration of commercial organizations with the participation of foreign and international organizations is carried out by the Main Department of Justice of the Vitebsk Regional Executive Committee.
