The auction winner pays for the right to conclude a land lease agreement or pays for the land plot provided for private ownership, reimburses the costs of organizing and conducting the auction, and fulfills the conditions for the allocation of the land plot provided for in the decision to grant him this plot for the placement of a construction object (10 working days).
The local executive committee concludes a land lease agreement with the auction winner (term: 2 business days).
The auction winner applies to the state registration organization for the registration of the land lease agreement and the leasehold or private ownership right to the land plot based on it (term: 7 business days).

The local executive committee instructs the land management organization to ensure the development of a land plot allocation project (if a detailed urban planning project exists) or the preparation of land cadastre documentation for the selection of a land plot and the processing of preliminary approval materials for its location (if such urban planning project does not exist).
The instruction specifies:

characteristics of the construction object, including information on its functional purpose and approximate dimensions;

the intended location of the land plot and its approximate area.

A copy of the detailed urban planning project with the boundaries of the land plot marked (if available) shall be attached to the application.
The land management organization concludes a contract for the performance of work (term: 3 working days).
The local executive committee pays for the work in accordance with the terms of the concluded contract.
The land management organization:

develops and approves the land plot allocation project or prepares land cadastre documentation and processes preliminary approval materials for the land plot location for auction, including obtaining approval from the road owner (term: one month from the date of payment for the work);

transfers the approved land plot allocation project or preliminary approval materials for the land plot location (hereinafter referred to as the land management case for land plot formation) with the draft decision of the local executive committee to the land management service (term: 3 working days).

The land management service reviews the land management case for land plot formation and the draft decision of the local executive committee (clarifies it if necessary) and submits them to the local executive committee in accordance with its competence for a decision on the withdrawal of the land plot for auction (term: 5 working days).
The Land Management Service prepares the draft land lease agreement (within 3 business days of the decision to expropriate and grant the land plot to the investor) and sends the land management file with the decision on expropriation and grant of the land plot to the land management organization (within 1 business day).
The Land Management Organization transfers the land management file with the investor's application for state registration of the creation of the land plot and the emergence of rights to it to the state registration organization (within 2 business days).
The State Registration Organization carries out the state registration of the creation of the land plot (within 7 business days).
The total period for the completion of work is 42 business days.
The Investor pays for the right to conclude the land lease agreement and fulfills the conditions for the allocation of the land plot provided for in the decision on the expropriation and grant of this plot for the construction of the facility (within 10 business days).
The Local Executive Committee concludes the land lease agreement with the investor (within 2 business days).
The Investor ensures the state registration of the land lease agreement and the right of lease of this plot based on it with the state registration organization (within 7 business days).

The state organization, as the responsible executor of the program, shall submit a request to the land management organization for the formation of a land plot for the placement of a construction object.
The request shall specify:

characteristics of the construction object, including information on its functional purpose and approximate dimensions;

the intended location of the land plot and its approximate area;

the volume of planned investments and sources of financing for the construction of the object.

The request shall be accompanied by an extract from the program or a corresponding decision of the President of the Republic of Belarus. The land management organization shall conclude a contract for the performance of work (term: 3 working days); shall prepare a land management case for the formation of a land plot, shall prepare a draft decision of the executive committee on the seizure of the land plot (term: 15 working days) and shall send them to the relevant land management service (term: 1 working day after the preparation of the land management case).
The land management service shall review the submitted land management case and the draft decision of the executive committee (clarifying it if necessary) and shall submit them to the relevant executive committee for a decision within its competence on the seizure and provision of the land plot (term: 5 working days).
The local executive committee shall make a decision on the seizure of the land plot for auction (term: 5 working days) and shall transfer the land management case for the formation of the land plot with the decision to the land management service (term: 3 working days),

The land management organization shall transfer the land management case to the state registration organization (term: 2 working days).

The Auction Winner pays for the right to conclude a land lease agreement or the payment for the land plot granted into private ownership, reimburses the costs of organizing and conducting the auction, and fulfills the conditions for the allocation of the land plot stipulated in the decision to grant him this plot for the placement of a construction object (term: 10 business days).
The Local Executive Committee concludes a land lease agreement with the auction winner (term: 2 business days).
The Auction Winner applies to the State Registration Authority for the registration of the land lease agreement and the lease right of this plot based on it, or the right of private ownership of the land plot (term: 7 business days).

An investor submits a petition to the land management organization for the formation of a land plot for the placement of a construction object.
The petition shall specify:

characteristics of the construction object, including information on its functional purpose and approximate dimensions;

the intended location of the object and its approximate area;

the volume of planned investments and sources of financing for the construction of the object.

The following documents shall be attached to the petition:

an extract from the program or a corresponding decision of the President of the Republic of Belarus;

a copy of the document confirming the state registration of the investor, without notarization;

a copy of the balance sheet for the current year as of the last reporting date, certified by the investor (for a legal entity).

The land management organization enters into a contract for the performance of work related to the formation of a land plot and the provision of services for state registration of the withdrawn land plot and rights to it, the creation of a land plot and the emergence of rights to it (term 3 working days).
The investor pays for the work in accordance with the terms of the concluded contract.
The land management organization prepares a land management case for the formation of a land plot, obtains approval from the road owner, and prepares a draft decision of the executive committee on the withdrawal and provision of the requested land plot (term 15 working days from the date of payment for the work) and sends them to the relevant land management service (term 1 working day after the preparation of the land management case).
The land management service reviews the land management case and the draft decision of the executive committee (clarifies it if necessary) and submits it to the relevant executive committee for a decision within its competence on the withdrawal and provision of the land plot (term 5 working days).
The local executive committee makes a decision on the withdrawal and provision of the land plot to the investor (term 5 working days).
