EAEU members urged to leave comfort zone to promote integration

A seminar on the management and disposal of state property was held at the Vitebsk Regional Executive Committee in a video conference format.

The seminar was attended by deputy chairpersons and specialists of city and district executive committees, as well as specialists from regional management bodies overseeing issues related to state property.

The seminar was opened by the Deputy Chairperson of the Vitebsk Regional Executive Committee, Anzhelika Aleksandrovna Nikitina, who reminded participants of the tasks facing state authorities in improving the efficiency of state property management.

Elena Aleksandrovna Gubarevich, Head of State Property Management, represented the State Property Committee of the Republic of Belarus at the seminar. She provided a detailed explanation of the provisions of Decree No. 330 "On the Disposal of State Property," which came into effect this year.

Elena Aleksandrovna elaborated on the innovations of the Decree, its main objectives, the redistribution of powers in matters of state property disposal, uniform conditions for the alienation of unused state property and property of business entities with state participation in their charter capital, the procedure for selling state property and its valuation, possible conditions for selling property for one base value, the sale of unused state property based on its actual physical condition without inspection of its characteristics, the responsibility of state property buyers, powers to control sold and transferred property, and many other issues.

Employees of the State Property Committee of the Vitebsk Regional Executive Committee also spoke at the seminar. They addressed issues related to maintaining the Unified Property Register, state property valuation, the procedure for selling property for a base value with subsequent control, and problematic issues concerning unused property of open joint-stock companies in the Vitebsk region.

During the seminar, an exchange of views took place, and many practical issues regarding the disposal of state property were discussed.
