On informing on issues of knowledge testing

One of the common violations is the failure of responsible persons to undergo unscheduled knowledge checks on industrial safety issues. The Vitebsk Regional Inspectorate of Gosgortechnadzor reminds.

In accordance with paragraph 11 of the Instruction on the procedure for training and knowledge checks on industrial safety issues, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated July 6, 2016 No. 31 (hereinafter referred to as the Instruction), one of the cases for conducting unscheduled knowledge checks for persons specified in subparagraphs 4.1, 4.3 - 4.5 of paragraph 4 of the Instruction is the adoption (amendment) of legislative acts in the field of industrial safety.

For reference:

4.1. managers and specialists, with the exception of persons specified in subparagraphs 4.3 - 4.5 of this paragraph:

carrying out management and appointed in the prescribed manner as responsible for carrying out work when performing work and (or) providing services that constitute activities in the field of industrial safety (hereinafter referred to as managers and specialists carrying out work management);

performing work that constitutes activities in the field of industrial safety;

4.3. employees of the industrial safety service (engineer for industrial safety, responsible person entrusted with relevant duties for ensuring industrial safety) (hereinafter referred to as persons responsible for carrying out industrial control);

4.4. persons responsible for safe operation;

4.5. the chairman of the commission for knowledge checks on industrial safety issues, created in the industrial safety entity, its structural unit, including a separate one.

In accordance with paragraph 13 of the Instruction, teachers undergo unscheduled knowledge checks when legislative acts in the field of industrial safety that they teach are amended.

Amendments to:

Rules for ensuring the industrial safety of attractions (Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 30, 2022 No. 89);

Rules for ensuring the industrial safety of lifting cranes (Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 30, 2022 No. 88);

The Rules for ensuring industrial safety of elevators, construction freight and passenger hoists, escalators, passenger conveyors (Resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 5, 2023
No. 3) entail the need for an unscheduled knowledge assessment.

In this regard, in accordance with the requirements of clauses 19 and 20 of the Instructions, the following are subject to an unscheduled knowledge assessment on industrial safety issues by the Gosgortekhnadzor commission:

the chairperson of the commission for assessing knowledge on industrial safety issues, established within an industrial safety entity;

managers and specialists who supervise and are appointed in the prescribed manner as responsible for carrying out work during the performance of work and (or) provision of services (design, manufacturing, installation, commissioning, repair, maintenance, technical diagnostics, and technical inspection);

persons responsible for safe operation;

persons responsible for carrying out industrial control;

instructors.

Managers and specialists performing work that constitutes industrial safety activities (design, manufacturing, installation, commissioning, repair, maintenance, technical diagnostics, and technical inspection), and the chairperson of the commission for assessing knowledge on industrial safety issues, established in a structural unit of an industrial safety entity, including a separate one, undergo an unscheduled knowledge assessment by the commission for assessing knowledge on industrial safety issues, established within the industrial safety entity.
