Procedure for submitting applications for administrative procedures in electronic form

An application from an interested party for the implementation of an administrative procedure shall be submitted in accordance with Article 14 of the Law of the Republic of Belarus of October 28, 2008 "On the Fundamentals of Administrative Procedures".

Legislative acts and resolutions of the Council of Ministers of the Republic of Belarus may provide for the possibility of submitting such an application in electronic form, in addition to submitting an application from an interested party in written or oral form.

An interested party's application in electronic form shall be submitted through the unified portal of electronic services upon gaining access thereto:

without using the identification means specified in the third and fourth paragraphs of this part;

using the unique identifier of the interested party (except for cases where the interested party is a legal entity). The procedure for obtaining a unique identifier shall be established by the Council of Ministers of the Republic of Belarus;

using the personal key of an electronic digital signature, the certificate of the corresponding public key of which is issued by the republican certifying center of the State System for Managing Public Keys for Verification of Electronic Digital Signatures of the Republic of Belarus.

The method of accessing the unified portal of electronic services for submitting an application by an interested party in electronic form is determined by the Council of Ministers of the Republic of Belarus in the list of administrative procedures to be carried out in electronic form through the unified portal of electronic services (Resolution of the Council of Ministers of the Republic of Belarus dated May 4 2026 of. No. 221)

 

Procedure for Issuing a Unique Identifier

is carried out in accordance with the Regulation on the procedure for obtaining a unique identifier, approved by Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2017 No. 637

The issuance of a unique identifier is carried out at the "one-stop shop" service of the Rossony District Executive Committee at the address: 211471, Vitebsk region, urban settlement Rossony, Sovetskaya Street, building 4, office No. 18

Reception hours for interested parties at the "one-stop shop" service: Monday, Tuesday, Wednesday, Friday from 08:00 to 17:00, Thursday from 11:00 to 20:00, with a lunch break from 13:00 to 14:00, on the 3rd Saturday of the month - by appointment, days off: Saturday, Sunday
