Official publication of regulatory legal acts is understood as bringing them to general knowledge by reproducing the text of regulatory legal acts in the periodic printed publication of the National Register of Legal Acts of the Republic of Belarus, its electronic version, and other official publications determined by the President of the Republic of Belarus.
In cases provided for by the legislative acts of the Republic of Belarus, the official publication of regulatory legal acts is carried out in the electronic version of the corresponding issue of the periodic printed publication of the National Register of Legal Acts of the Republic of Belarus without the official publication of these acts in the given periodic printed publication.
Official publication of regulatory legal acts is carried out in the state language in which they are adopted (issued). Official publication of a regulatory legal act in other languages is allowed only if there is its official translation into the respective language, approved by the relevant state body (official) in the manner established for the adoption (issuance) of this act.
The date of official publication of a regulatory legal act is considered the date of release of the official publication in which this act is published. In case of publication of a regulatory legal act in several official publications at different times, the date of official publication of the regulatory legal act and the term of its entry into force are determined by the date of the initial publication.
Regulatory legal acts or their individual provisions containing state secrets or other information protected by the legislation of the Republic of Belarus are not subject to publication, unless otherwise provided by the legislation of the Republic of Belarus.
The decision that a regulatory legal act or its individual provisions are not subject to publication is made in the manner established by the legislation of the Republic of Belarus by an authorized state body (official), which is noted on the original of the regulatory legal act. Regulatory legal acts are published with their mandatory requisites: type of act, date of adoption (issuance), serial number, and title. Official publication of regulatory legal acts in an incomplete version is not allowed, except in cases of:
- publication of regulatory legal acts, individual provisions of which contain state secrets or other information protected by the legislation of the Republic of Belarus;
- adoption by the rule-making body (official) of a decision that individual provisions of a regulatory legal act are not subject to distribution (using the corresponding footnote).
In this case, such a regulatory legal act is subject to inclusion in full in the unified reference bank of legal information formed by the National Center of Legal Information of the Republic of Belarus.
