The application of an interested party for the implementation of an administrative procedure is submitted in accordance with Article 14 of the Law of the Republic of Belarus of October 28, 2008 "On the Fundamentals of Administrative Procedures".

Legislative acts and resolutions of the Council of Ministers of the Republic of Belarus, along with the submission of an application by an interested party in written or oral form, may provide for the possibility of submitting such an application in electronic form.

An application of an interested party in electronic form is submitted through the unified portal of electronic services after obtaining access to it:

without using the identification methods specified in the third and fourth paragraphs of this part;

using a unique identifier of the interested party (unless the interested party is a legal entity). The procedure for obtaining a unique identifier is established by the Council of Ministers of the Republic of Belarus;

using a personal electronic digital signature key, the certificate of the corresponding public key of which is issued by the republican center of the State System for Managing Public Keys for Verification of Electronic Digital Signatures of the Republic of Belarus.
