On the implementation of the plan for bringing order to the land in the Rossony district based on the results of the first half of 2023.

On July 20, 2023, at a meeting of the Rossony District Executive Committee, the issue of the progress of the district Plan for tidying up the land and improving the settlements of the Rossony District for the first half of the current year was considered.

Thus, based on the results of the first half of the year, the following was accomplished:

- In the spring period, residents of the district and employees of organizations of the Rossony District carried out landscaping of settlements. Trees and shrubs were planted: 132 trees (plan - 20), 95 shrubs (plan - 20). Tree and shrub planting activities were carried out in the urban-type settlement of Rossony on Masherov and Sovetskaya streets, as well as in other settlements of the district.

- The Unitary Enterprise "Housing and Communal Services of the Rossony District" repaired two container sites for waste collection (plan - 2), installed and repaired 8 containers for waste collection (plan - 8). These activities were carried out in the urban-type settlement of Rossony on Lenina, Sovetskaya, Masherov streets, and in the agro-towns of Klyastitsy and Dvorishche.

- The branch of DRSU-109, the department of DEU-32, and the Unitary Enterprise "Housing and Communal Services of the Rossony District" carried out work on the repair and asphalting of the street and road network of the settlements of the Rossony District. A total of 0.7 thousand square meters of the network were repaired. Repair work was carried out in the urban-type settlement of Rossony, the village of Yakubovo of the Rossony District, and other settlements.

- 19 vacant and dilapidated residential houses were demolished in the settlements of the Rossony District (plan - 5). Work was carried out in the settlements of Latyshevo, Golovchitsy, Morochkovo, Starina, Dudchino, Dvorishche, Baydino, Bukhovo, Malyutino. Demolition activities were carried out both at the expense of budget funds and by the citizens' own efforts.

- The branch "Klyastitsy-Agro" of OJSC "Polotsk Dairy Plant" carried out fencing of the "Dvorishche" livestock farm.

- The state forestry institution "Rossony Leskhoz" carried out measures to tidy up the land by conducting sanitary logging and clearing debris in recreational, environmental protection, and protective forests. Waste was cleared in the forest fund over a total area of 15 hectares.

- The state environmental institution ECO-Rosy equipped a campfire site and installed a container for waste collection at a recreation area within the "Sinsha" reserve on Lake Volobo.

- Employees of the Housing and Communal Services of the Rossony District repaired the fence of the civil cemetery near the agro-town of Krasnopolye.

- The state enterprise Polotsksnabmeliorvodkhoz has cleared 5.8 kilometers of land reclamation canals of siltation and 24.1 kilometers of land reclamation canals of woody vegetation.

Attention has been focused on the eradication of the invasive plant Sosnowsky's hogweed.

Control over the tidiness of land in the Rossonsky district by the State Inspectorate for Natural Resources and Environmental Protection is carried out in the form of monitoring and technical measures. If violations are detected, the land user is issued a recommendation or an order to eliminate the violation. Administrative penalties are applied only in exceptional cases. A total of 290 territories in the district were inspected, 338 violations were detected, and currently 85% of the detected violations have been eliminated. Five land users have been brought to administrative responsibility for violations of land tidiness, some have been brought to responsibility twice.

During the reporting period, the inspectorate identified the following violations within the framework of land tidiness: unauthorized waste dumps, untimely removal of waste from populated areas, contamination of container sites and adjacent territories with waste, storage of timber products in the road right-of-way, on agricultural land, and in populated areas, etc. A total of 290 territories in the district were inspected, and 338 violations were detected. Currently, 85% of the detected violations have been eliminated.

For the first 6 months of the current year, there have been no delays in the implementation of the planned land tidiness measures and the Plan in the Rossonsky district.
