On the annual development plans for mining operations for 2024

We draw the attention of all subsoil users engaged in the open-pit mining of common mineral resources (including peat extraction) to the fact that, in accordance with the requirements of Article 65 "Basic Requirements for the Rational Use and Protection of Subsoil" of the Subsoil Code of the Republic of Belarus, it is prohibited to carry out mineral extraction operations without an approved annual mine development plan.

The requirements for the content of the annual mine development plan, depending on the type of mineral resources, are established by Article 55 "Conduct of Mining Operations. Annual Mine Development Plan" of the Subsoil Code of the Republic of Belarus.

The form of the application for the approval of the annual mine development plan is established by the appendix to the Regulation on Administrative Procedures carried out with respect to business entities, under sub-point 6.25.2 "Obtaining approval of the annual mine development plan (except for the extraction of groundwater, liquid and gaseous combustible minerals) for deposits of common mineral resources (or parts thereof)" and is approved by the Resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated 27.01.2022 No. 13.

For carrying out mineral extraction operations without an approved annual mine development plan, in accordance with Part 1 of Article 16.15 of the Code of Administrative Offenses of the Republic of Belarus, administrative liability is provided in the form of a fine for an official in the amount of five to twenty-five base units, and for a legal entity - up to five hundred base units.
