The Ministry of Natural Resources and Environmental Protection has established norms and rules for accounting for greenhouse gas emissions for legal entities and individual entrepreneurs.

By the Resolution of the Ministry of Natural Resources and Environmental Protection dated March 28, 2024, No. 8-T, the environmental norms and rules EcoNIP 17.09.08-001-2024 "Environmental Protection and Nature Management. Climate. Requirements (Rules) for the Quantitative Determination of Greenhouse Gas Emissions" have been approved.

The document establishes requirements (rules) for the quantitative determination of greenhouse gas emissions by legal entities and individual entrepreneurs to ensure industrial accounting of greenhouse gas emissions from sources and their absorption by sinks.

According to the legal act, the quantitative determination of greenhouse gas emissions takes into account sources of greenhouse gas emissions that originate directly from facilities managed by economic entities and from their production processes, including branches or separate divisions, even if they are located in different administrative-territorial units of the Republic of Belarus.

For the quantitative determination of greenhouse gas emissions from the specified sources, calculation methods based on the economic entity's activity data and emission factors, as well as calculation based on the material and raw material balance, are used.

The legal act, among other things, defines categories of greenhouse gas emission sources and the list of greenhouse gases for which quantitative determination is carried out.

The approved environmental norms and rules will enable the quantitative determination of greenhouse gas emissions within the framework of preparation and maintenance of industrial accounting of greenhouse gas emissions by legal entities and individual entrepreneurs, which will subsequently contribute to planning measures to reduce the carbon intensity of manufactured products and confirming this for the regulatory bodies of the European Union's cross-border carbon adjustment mechanism, as well as for possible similar mechanisms of the Eurasian Economic Union member states.

The Resolution entered into force on April 26, 2024, simultaneously with the Law of the Republic of Belarus dated July 17, 2023, No. 294-Z "On Amendments to the Law of the Republic of Belarus 'On Environmental Protection'".
