NEW LEGISLATION: AMENDMENTS TO THE RULES FOR IMPROVEMENT AND MAINTENANCE OF POPULATED AREAS HAVE COME INTO FORCE

As of May 18, 2025, amendments to the resolution on the Rules for Improvement and Maintenance of Populated Areas have come into force.

Resolution of the Council of Ministers dated May 16, 2025 No. 267 introduces amendments to the Rules for Improvement and Maintenance of Populated Areas, providing for the specification of requirements for ensuring the proper maintenance of common use lands, as well as land plots provided for the servicing of single-family and block residential buildings, and territories assigned to citizens and economic entities.

This resolution has been developed with the aim of uniting the efforts of the state, organizations of all forms of ownership, and citizens to bring order to the land, improve the environment, and form the aesthetics of populated areas throughout the country. In particular:

1️⃣For individual housing areas and territories assigned to citizens and economic entities, the following are established:
?the obligation to maintain buildings, structures, utility buildings, and fences in technically sound condition, including painting, repair, replacement of deformed, damaged individual structures and elements; ensuring the stability and integrity of fences;

?the obligation to keep construction materials on the land plot in a folded state;

?the need to mow lawns when the grass cover height exceeds 20 cm, to clear territories of construction and random debris, and to remove dry vegetation.

?the boundaries for planting vegetation (trees, shrubs) in relation to adjacent land plots are also regulated.

2️⃣Regarding common use lands:
?in case of parking a vehicle on adjacent territories, citizens and legal entities are assigned the obligation to ensure timely snow removal from the territory within a distance of at least 1 meter from the parked vehicle;

?functions of specialized landscaping organizations are supplemented (installation and repair of small architectural forms, equipment of children's, sports and utility grounds, vertical flower structures; arrangement, maintenance and repair of flower beds, lawns and removal of mowed grass, planting and care of trees, including protective measures; mowing lawns and removing foliage from green areas);

?approval of action plans for identifying and eliminating dry vegetation areas by local executive and administrative bodies is envisaged.
