A draft resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus "On Amending the Resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated January 11, 2017 No. 5" (local environmental monitoring) has been submitted for public discussion.
The draft resolution provides for amendments to the Resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus dated January 11, 2017 No. 5 "On Local Environmental Monitoring" (hereinafter referred to as the Resolution), including in terms of:
- updating the list of nature users carrying out local environmental monitoring;
- clarifying the names, locations, and number of sources of harmful impact on the environment for all local monitoring observation objects;
- clarifying the parameters and frequency of observations for the observation object "emissions of pollutants into the atmospheric air from technological and other equipment, technological processes, machines and mechanisms";
- clarifying the frequency of observations for the observation object "wastewater discharged into surface water bodies or the sewage system of settlements, and surface waters in background sections located upstream of wastewater discharge points, and control sections located downstream of wastewater discharge points", as well as observation parameters in accordance with issued permits for special water use, and actual wastewater discharge volumes;
- clarifying the number of observation points and observation parameters for the observation object "soils (grounds) at the locations of identified or potential sources of their pollution".
Given the number of amendments being made, and also in order to fully comprehend the text, the appendix to the Resolution, which defines the list of local environmental monitoring observation points, the list of parameters, the frequency of observations, and the list of legal entities and individual entrepreneurs carrying out local monitoring, is presented in a new version.
