The Government has approved the Strategy for the Management of Production and Consumption Waste in the Republic of Belarus

The Government has approved the Strategy for the Management of Production and Consumption Waste in the Republic of Belarus - the corresponding Resolution of the Council of Ministers No. 444 of August 18, 2025, has entered into force.

The Strategy is a comprehensive document and defines the policy in this area for the next 15 years.
Key goal: by 2040, to utilize at least 90% of waste (the strategy defines target indicators for maximum waste utilization for individual waste groups).
An important condition is carbon neutrality. Emissions from waste incineration must be compensated, for example, by planting new forests and restoring peatlands.
The implementation of the strategy's tasks is planned in 3 stages:
the first stage: the period up to 2030,
the second stage: 2031 – 2035,
the third stage: 2036 – 2040
Main measures:
♦ identification of a single state regulator in the field of waste management;
♦ limitation of excessive packaging (max. 50% of the product volume);
♦ stimulation of the use of recyclable and environmentally friendly packaging;
♦ establishment of a list of products for the production of which secondary resources must be used;
♦ development of separate collection;
♦ construction of modern sorting and processing facilities.
