On the Development of Documentation for Greenhouse Gas Emission Inventory

The legal framework governing economic and other activities that result in greenhouse gas emissions and are carried out in the Republic of Belarus is defined by a number of regulatory legal acts.

In fulfillment of paragraph 3 of the Decree of the President of the Republic of Belarus of September 20, 2016 No. 345 "On the Adoption of an International Treaty" and in order to implement the provisions of the Paris Agreement to the UNFCCC, the Republic of Belarus has undertaken commitments to reduce greenhouse gas emissions by 2030 by 35% (unconditional economy-wide target) – 40% (conditional economy-wide target).

The Program of Activities of the Government of the Republic of Belarus for the period up to 2025 includes, as an indicator of task fulfillment, a target for reducing greenhouse gas emissions by 2025 by 33% compared to the 1990 level.

The National Action Plan for the Development of the Green Economy in the Republic of Belarus for 2021–2025 includes measures 30 "Development and implementation of a methodology for assessing the environmental development of regions to stimulate environmentally oriented management" and 31 "Development of flagship initiatives for Belarusian cities aimed at sustainable development."

Furthermore, according to Article 57 of the Law "On Environmental Protection," measures to prevent climate change and measures for adaptation to climate change must be implemented when carrying out any economic and other activities.
