What is the essence of the changes:

Before: The gamekeeper independently decided when, to whom, and for how much to hunt. He collected money, invited hunters, and assigned them to hunting grounds.

After: The gamekeeper will only be an executor – monitoring the hunting grounds and ensuring the hunting process on-site.

Who will be affected:

Hunters: All organizational matters (obtaining permits, payment) will be handled not directly with the gamekeeper, but through district and inter-district structures, wildlife managers, and chairpersons.

Gamekeepers: They will lose their "client base" and the right to independently earn from organizing hunts. Instead, they are promised stable salaries, bonuses, and allowances.

Reason: The current system is recognized as inefficient, as it breeds irresponsibility, abuses, and complaints from hunters.
