In the Republic of Belarus, amendments have been made to the Instruction on the composition, procedure for development, coordination, and approval of municipal waste management schemes

The Instruction is approved by the Resolution of the Ministry of Housing and Communal Services dated November 6, 2025, No. 36 and defines the composition, procedure for development, coordination, and approval of municipal waste management schemes for administrative-territorial and territorial units.

Collection of all generated municipal waste is ensured, taking into account waste types (component composition (fractions), usability, quantity, and size), and conditions for separate collection and prevention of environmental pollution by municipal waste have been created.

The development and approval of schemes are carried out by local executive and administrative bodies in coordination with the territorial bodies of the Ministry of Natural Resources and Environmental Protection, authorized state bodies, and institutions carrying out state sanitary supervision.
