A public discussion is being held on the draft resolution concerning certain issues of waste management of goods and packaging

The Ministry of Housing and Communal Services of the Republic of Belarus has organized a public discussion of the draft resolution of the Council of Ministers "On Amending the Resolution of the Council of Ministers of the Republic of Belarus of June 30, 2020 No. 388".

The document has been prepared taking into account the practical application of Resolution No. 388 and with the aim of limiting the circulation of goods and packaging that are not recycled after losing their consumer properties.

The draft provides for:

the exclusion of benefits for certain types of non-recyclable plastic packaging for certain categories of socially significant goods (meat, milk, eggs, bread, cereals, pasta, sugar);

an increase in the fee for organizing the collection, neutralization, and/or use of goods and packaging for certain types of packaging made from non-recyclable (difficult-to-recycle) materials.

In addition, proposals have been prepared to expand the list of goods and packaging, which will additionally include:

bags and packaging sacks, made of chemical textile materials, of strips or ribbons or similar forms of polyethylene or polypropylene, other than industrial packaging;

decorative plastic items for holidays, including artificial Christmas trees;

air conditioner parts;

the product group "Textile products and footwear," which will include used clothing and other items, as well as footwear made of rubber or plastic and synthetic materials.

The document also proposes:

to introduce benefits for manufacturers and suppliers regarding construction products and building materials that will be used in construction activities, production of building structures, as well as organizations that employ disabled persons (by analogy with the Tax Code of the Republic of Belarus);

to revise the procedure for calculating the percentage of waste utilization for the benefits specified in subparagraphs 1.7 and 1.8 of Annex 11 to the Resolution of the Council of Ministers of the Republic of Belarus of June 30, 2020 No. 388, for manufacturers who use a certain percentage of waste collected in the Republic of Belarus or secondary polymer materials produced in the Republic of Belarus in their production process.
