The Ministry of Natural Resources has approved the forms of departmental reporting

Important Information for Organizations!

The Ministry of Natural Resources and Environmental Protection, by Resolution No. 13-T dated November 19, 2025, "On Departmental Reporting", has approved the forms of departmental reporting and instructions for their completion:

• Report on the results of accounting for ozone-depleting substances and inventory of equipment and technical devices containing ozone-depleting substances;
• Report on the results of accounting in the field of atmospheric air protection.
• Resolution No. 13-T "On Departmental Reporting" comes into force on January 1, 2026 (attached).

In accordance with paragraph 3 of Article 21 of the Law of the Republic of Belarus dated December 16, 2008 No. 2-Z "On Atmospheric Air Protection" (hereinafter referred to as Law No. 2-Z), legal entities carrying out economic and other activities related to emissions of pollutants into the atmospheric air from stationary emission sources (hereinafter referred to as nature users) are obligated to submit departmental reports on the results of accounting in the field of atmospheric air protection.
The deadline for submitting the report is January 25, 2026.

Legal entities engaged in licensed activities related to environmental impact in terms of operations with ozone-depleting substances, and (or) the import into the Republic of Belarus and (or) export from the Republic of Belarus of hydrofluorocarbons, as well as legal entities operating equipment and technical devices containing ozone-depleting substances, submit reports at the place of registration of the legal entity.

The deadline for submitting the report is February 1, 2026. For failure to submit departmental reports, administrative liability is provided for by the Code of Administrative Offenses of the Republic of Belarus (Articles 16.42 and 24.11 of the Code of Administrative Offenses).
