In Belarus, licensing for the export of glass waste has been introduced

This is provided for by the resolution of the Council of Ministers of December 31, 2025 No. 822.

The export of such products from the country will be carried out under single-use licenses, regardless of their origin (to countries outside the EAEU – when placed under the customs procedures of export, temporary export, processing outside the customs territory, and re-export).

Licenses will be issued by the Ministry of Antimonopoly Regulation and Trade (MART) in agreement with the Ministry of Architecture and Construction. The procedure is analogous to that established by the rules for issuing licenses and permits for the export and/or import of goods included in the unified list of goods to which non-tariff regulation measures apply in trade with third countries, approved by the decision of the Eurasian Economic Commission Council of November 24, 2023 No. 125.

The Ministry of Architecture and Construction will agree on the issuance of licenses within five working days from the date of submission of the necessary documents. Their list, as well as the procedure for issuance and grounds for refusal, are defined by the resolution.

The provisions of the document do not apply to goods transported within the framework of international transit, which begin and end outside of Belarus.

The resolution enters into force upon official publication and is valid for six months, with the exception of paragraph 9.
