On preventive measures

Preventive measures in the control activities of the Republic of Belarus are a system of measures aimed at stimulating conscientious compliance with legislation, preventing offenses, and reducing the administrative burden, which include:

information and explanatory work within the scope of competence regarding the procedure for subjects to comply with the requirements of legislation in the field of control (supervisory) activities (excluding information of limited distribution);

informing subjects (audited entities) about typical violations identified by controlling (supervisory) bodies during inspections, monitoring, and technical (technological, verification) measures;

information and educational work with subjects in the form of: conducting seminars (webinars), round tables, meetings in work collectives, dialogue platforms, and other events on topical issues in the field of control (supervisory) activities with the participation of officials of the controlling (supervisory) body in events held by other state bodies (organizations);

informing subjects by posting on the official website of the controlling (supervisory) body or its superior body on the global computer network the Internet the criteria for assessing the degree of risk for selecting audited entities when conducting a selective inspection, determined by the controlling (supervisory) body, as well as questionnaires (other forms) for subjects to conduct independent internal control of the procedure and conditions for carrying out activities;

information on the basic requirements of legislation for subjects within the competence of the controlling (supervisory) body (excluding information of limited distribution).

These measures are a key element of control exercised by the Vitebsk Regional Committee for Natural Resources and Environmental Protection to ensure legality.

The list of preventive measures mandatory for controlling (supervisory) bodies when exercising control (supervisory) functions, the procedure for their implementation, and preventive measures are defined by the Resolution of the Council of Ministers of the Republic of Belarus of December 30, 2025, No. 802 "On issues of control (supervisory) activities."
