Belarus is changing its approach to waste management

The Ministry of Natural Resources is preparing to become the single coordinator for the new waste management system. A draft law has already been developed, which will transfer waste and secondary material resource management powers to the Ministry of Natural Resources.

The main focus is on digitalization.

Work is already underway to create an automated accounting system that will ensure data transparency and control. Its implementation is planned to be completed in the second quarter of 2026.

The Strategy for waste management of production and consumption until 2040 sets an ambitious goal: to process at least 90% of waste. This will be achieved in three stages.

First stage: by 2030, to bring the utilization rate of solid municipal waste to at least 70%.

Second stage: by 2035, to bring the utilization rate of waste in production (excluding large-tonnage) to at least 90%.

Third stage: by 2040, to bring the utilization rate, including solid municipal waste, to at least 90%.

Special attention will be paid to packaging during the implementation of the Strategy. Right now, Gosstandart is developing 22 new documents aimed at making product packaging as recyclable as possible. This Program is designed until 2029.
