The draft Law of the Republic of Belarus "On Amendments to Laws on Subsoil Use" has been approved

At the meeting of the 4th session of the Council of the Republic of the National Assembly of the eighth convocation, the draft Law of the Republic of Belarus "On Amendments to Laws on Subsoil Use" was approved.

Amendments are made to the following regulatory legal acts:




  • The Code of Inland Water Transport of the Republic of Belarus: the powers of the Government of the Republic of Belarus are expanded regarding the establishment of procedures for the development and approval of technological schemes for the irreversible extraction of non-metallic construction materials on inland waterways.
  • The Law of the Republic of Belarus of July 18, 2016 No. 399-Z "On State Ecological Expertise, Strategic Environmental Assessment and Environmental Impact Assessment": the requirement for mandatory state ecological expertise of design documentation for mineral extraction work on surface water bodies not classified as inland waterways is enshrined.
  • The Subsoil Code of the Republic of Belarus:
    • new terms ("internal quarry", "design documentation for subsoil use") are introduced and the conceptual framework is clarified;
    • the powers of the Government of the Republic of Belarus, the Ministry of Natural Resources and Environmental Protection, and local executive and administrative bodies in the field of subsoil protection and use are clarified;
    • the possibility is provided for land users to sell minerals extracted from internal quarries to other organizations and individual entrepreneurs for the improvement and maintenance of territories, cemeteries, construction and maintenance of agricultural facilities, as well as to citizens living in rural settlements for their own needs and other purposes.
