Alexander Lukashenko signed the Law "On Amendments to Codes on Administrative Offenses"

This is the first large-scale adjustment of these codes since their adoption in 2021. Administrative penalties are envisaged for a number of new offenses: illegal operations with digital signs (tokens), violation of requirements for cellular service coverage and quality, non-compliance with the procedure for acquiring official passenger cars, etc. A separate section is dedicated to the protection of traditional values. Responsibility is introduced for promoting homosexual relations, gender reassignment, pedophilia, and childlessness in the form of a fine of up to 900 rubles, and when committed against a minor – up to 1350 rubles or administrative arrest. The law also strengthens the prevention of offenses among adolescents. A separate chapter is prescribed, regulating the procedure for applying educational measures against minors (executors, procedure, deadlines). The grounds for exemption from liability have been expanded. For example, for voluntary compensation for environmental damage or correction of errors in statistical documents. Further steps have been taken towards the de-bureaucratization of the administrative process. Now, a complaint against the actions of officials conducting the process can be filed electronically. Some cases can be considered without the personal presence of a citizen, if they request it in writing. Approximately 150 more articles of the codes are being adjusted to align with sectoral legislation and to improve them based on practical application and over 500 submitted proposals related to clarifying the jurisdiction of cases, the rights and obligations of parties to the proceedings, and the elements of offenses.
