Lilac is already blooming in Belarus.

The Rossonsky District Inspectorate of Natural Resources and Environmental Protection warns of fines for illegal damage to woody and shrubby vegetation. Illegal damage to woody and shrubby vegetation is punishable by a fine of up to 30 base units, which is up to 1350 rubles as of today. For individual entrepreneurs, the fine will be up to 200 base units, which is 9000 rubles. Legal entities face up to 300 base units, which is 13500 rubles (Article 16.17 of the Code of Administrative Offenses).

If the inflorescences are regularly broken off from a bush, it will wither and eventually die. Often, broken branches cause the bush's flowering to be incomplete in the following year.

However, if lilac grows on a household plot, a dacha, or the territory of a private house, then the owners have the right to pick a lilac branch, as in this case the bush is not an element of the urban environment.
