On the procedure for handling waste generated in horticultural associations and garage cooperatives

Requirements for waste management in horticultural associations and garage cooperatives are established by the Technical Code of Practice 17.11-08-2024 (33040/33140) "Environmental Protection and Nature Management. Technical Requirements for Municipal Waste Management." The procedure for managing waste generated in horticultural associations and garage cooperatives is determined by the municipal waste management scheme, developed and approved in accordance with the Instruction on the composition, procedure for development, coordination, and approval of municipal waste management schemes, approved by the Resolution of the Ministry of Housing and Communal Services of the Republic of Belarus dated December 7, 2018, No. 9. Container sites must be equipped for the collection and temporary storage of municipal waste. The number of container sites and containers for collecting municipal waste is determined based on the number of plots in the association and the number of garages in the cooperative. In horticultural associations, the following are subject to separate collection: secondary material resources (hereinafter referred to as SMR), plant waste, bulky waste, and construction waste. For the collection of plant waste, a site with an area of at least 6.0 m² with a three-sided fence at least 1.0 m high must be equipped, or a large-capacity container (bin) (with a volume of 6.0 m³ or more) must be installed. Composting of plant waste or its other use is permitted, including the incineration of parts of removed tree trunks, stump and root wood, and plant waste, in compliance with fire safety regulations, on the land plots of their land users, provided there is an agreement with an organization engaged in composting or other use of plant waste. Special containers (with a volume of 6.0 m³ or more) must be installed or sites equipped for the collection of bulky waste and construction waste. In garage cooperatives, the following are subject to separate collection: SMR, worn-out tires, used oils, and other special fluids. For the collection of used oil, containers must be used in accordance with the Technical Code of Practice 17.11-05-2012 (02120) "Environmental Protection and Nature Management. Waste. Rules for the Management of Used Petroleum Products." A designated area (compartment, bin, container) for the placement of worn-out tires must be provided at the container site. The removal of waste generated in horticultural associations and garage cooperatives must be carried out in accordance with waste removal service agreements concluded by the management bodies with legal entities or individual entrepreneurs providing such services.
