CONTROL OF THE GROWTH AND SPREAD OF INVASIVE PLANT SPECIES

In accordance with the provisions of Decree of the President of the Republic of Belarus No. 227 of June 6, 2025 "On Enhancing the Effectiveness of Control (Supervisory) Activities", the Ministry of Natural Resources and Environmental Protection and its territorial bodies carry out technical (technological, verification) measures in areas where wild plants, the spread and numbers of which are subject to regulation (invasive plant species), grow.

Such plants include:

• Sosnowsky's hogweed;

• Canadian goldenrod;

• other invasive plant species.

Based on the results of the specified measures, if facts of failure to take measures to combat invasive plant species are identified, land users are issued requirements (orders) to eliminate the identified violations.

Measures of responsibility are applied only in cases of non-fulfillment, improper or untimely fulfillment of requirements (orders).

For such violations, Part 1 of Article 24.1 of the Code of the Republic of Belarus on Administrative Offenses (CAO) provides for administrative responsibility with a fine of up to 20 base units.

In addition, from June 19, 2026, the CAO is supplemented by Article 16.46, which provides for administrative responsibility for the failure of users of land plots or water bodies to fulfill the obligation established by legislation on the protection and use of flora, related to the implementation of measures to regulate the spread and numbers of invasive plant species.

The sanction of this article is provided for citizens, officials, and individual entrepreneurs in the form of a fine of up to 10 base units.
