On conducting the RayPO monitoring

In June 2024, employees of the Rossonsky District Department for Emergency Situations conducted a fire safety monitoring of the Vitebsk Regional Consumer Society (Verkhnedvinsk branch of the Vitebsk Regional Consumer Society, Ushach branch of the Vitebsk Regional Consumer Society (Head – Nazarova T.A.).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

employees of the facilities are not trained according to fire safety minimum programs;

a facility-wide fire safety instruction has not been developed in accordance with the requirements of the Ministry of Emergency Situations Resolution;

Shop "Rodny Kut" (ag. Dvorishche)

the operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured;

the fire evacuation plan does not comply with the requirements of the Ministry of Emergency Situations Resolution;

the distance between duplicate fire detectors is less than 1 m;

a 10% reserve of fire detectors is not provided at the facility;

obstruction of passages on evacuation routes is allowed;

fire safety briefings are not conducted with employees using the facility-wide fire safety instruction;

doors on evacuation routes are not equipped with locks (latches) that can be opened freely from the inside without a key;

Shop "Rodny Kut" (ag. Gorbachevo)

the fire evacuation plan does not comply with the requirements of the Ministry of Emergency Situations Resolution;

a 10% reserve of fire detectors is not provided at the facility;

the fire and explosion hazard category of the firewood storage warehouse has not been determined;

doors on evacuation routes are not equipped with locks (latches) that can be opened freely from the inside without a key.

Restaurant "Rosinka"

the fire evacuation plan does not comply with the requirements;

obstruction of passages on evacuation routes is allowed;

doors on evacuation routes are not equipped with locks (latches) that can be opened freely from the inside without a key;

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured;

readiness for use of fire hydrants has not been assessed.

Shop "Products" (Rossony urban settlement, Oktyabrskaya St., 3)

the fire evacuation plan does not meet the requirements;

the facility is not equipped with primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations;

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured;

the height of the threshold in the door of the evacuation exit from the building is more than 0.06 m.

Shop "ProZapas" (Rossony urban settlement, Masherova St., 8)

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured;

the fire evacuation plan does not meet the requirements;

the facility is not equipped with primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations.

Shop "Rodny Kut" (Krasnopolye agro-town)

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured;

the fire evacuation plan does not meet the requirements;

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured.

Shop "Products" (Zaborie village)

the fire evacuation plan does not meet the requirements of the Resolution of the Ministry of Emergency Situations;

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured;

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured.

Shop "Rodny Kut" (Klyastitsy agro-town)

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured;

the fire evacuation plan does not meet the requirements of the Resolution of the Ministry of Emergency Situations.

Shop "Rodny Kut" (Kovaly village)

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured;

fire evacuation plan does not meet requirements;

the height of the threshold in the door of the evacuation exit from the building is more than 0.06 m.

Shop "Rodny Kut" (Yukhovichi village)

the possibility of unlocking locks (fastenings) from the inside without a key on doors located on evacuation routes is not ensured;

fire evacuation plan does not meet requirements.

Workshop of Rossony settlement (bakery)

the facility is not equipped with primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations;

the building is not equipped with an automatic fire alarm system;

a facility-wide fire safety instruction has not been developed for the facility in accordance with the requirements of the Decree of the Ministry of Emergency Situations;

fire evacuation plans do not meet requirements;

signs indicating categories are not posted on the outer side of the doors (gates) of rooms categorized by explosion and fire hazard.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
