Monitoring has been carried out

In July 2024, employees of the Rossonsky District Department for Emergency Situations conducted fire safety monitoring of the educational institutions: "Rossonskaya Secondary School named after P.M. Masherov" (Head - Morozova E.B.), "Socio-Pedagogical Center of the Rossonsky District" (Head - Goncharova S.G.), "Rossonskaya Children's Art School" (Head - Lavetskaya O.A.).

During the monitoring of "Rossonskaya Secondary School named after P.M. Masherov", the following violations of fire safety requirements were identified, posing a threat to national security, causing harm to the life and health of the population, and the environment:

School Building

the operability and serviceability of fire protection and fire extinguishing systems, as well as their constant readiness for use, are not ensured (the fire automation system is in a faulty and inoperable state);

a 10% reserve of detectors of each type from the installed number is not ensured;

automatic activation of the notification system by a command signal generated by the fire control panel is not ensured;

"EXIT" light indicators are not activated in rooms with a large number of people (assembly halls, canteen premises) during their stay;

the established characteristics of the SO-3 notification system are not ensured (there is no notification sequence (first service personnel, then everyone else));

fire detectors are installed in rooms without considering the type of fire load, the purpose of the room, the dominant fire hazard factor in the initial stage, and the room height (heat fire detectors are installed in the offices of the director, deputy director, and primary school classrooms);

there are no detectors in all rooms where people are present permanently or temporarily (except for technical rooms, soap rooms, storage rooms, and restrooms with an area of less than 8 m2);

the "Exit" light indicator in the canteen is installed more than 0.5 m above the doorway of the emergency exit;

"Exit" light indicators (in the assembly (mirror) hall on the first floor, in the corridor of the food block) are installed at a height of less than 2.2 m without protection against mechanical damage;

fire detectors and manual call points are allowed to be installed in the same group.

Dormitory Building

the fire alarm system in the building is inoperable;

the fire alarm system is not operated in accordance with the design documentation;

the detectors on the 1st and 2nd floors are installed at a height of less than 2.2 m without protection against mechanical damage;

a 10% reserve of detectors of each type from the number installed is not provided.

In addition, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

School building

the locations of fire extinguishers in the building are not marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and signal marking. Purpose and rules of application. General technical requirements and specifications. Test methods" (eliminated during monitoring);

evacuation plans for people in case of fire do not comply with the requirements of the Resolution of the Ministry of Emergency Situations of December 21, 2021 No. 82 "On ensuring fire safety" (the placement of fire extinguishers does not comply) (eliminated during monitoring);

the roof railing in the primary school building has not been tested;

the roof railing has been dismantled in the secondary school building;

in the stairwells of the secondary school building above the 2nd floor, the distance from the floor level of the landing to the manual window opening device is more than 1.7 m.

Dormitory building

the possibility of free opening from the inside without a key of locks (latches) on the doors located on the evacuation route is not ensured (doors separating corridors on the 1st floor) (eliminated during monitoring).

During the monitoring of the RSU "Social and Pedagogical Center of the Rossony District", the following violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

the facility-wide fire safety instructions do not comply with the requirements of the Resolution of the Ministry of Emergency Situations of December 21, 2021 No. 82 "On ensuring fire safety";

the possibility of free opening from the inside without a key of locks (latches) on the door located on the evacuation route is not ensured (the door leading to the stairwell from the 2nd floor of the building);

the distance from fire detectors to walls is less than 0.1 m.

the fire automation system does not comply with the design documentation (the facility-based end device of the fire notification transmission system has been dismantled);

A 10% reserve of fire detectors is not provided at the facility.

During the monitoring of the State Educational Institution "Rosson Children's Art School", the following violations of fire safety requirements were identified, which do not pose a threat to national security, harm to the life and health of the population, or the environment:

there is no second evacuation exit from the second floor of the building;

the building is not equipped with a fire alarm system.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
