Monitoring was carried out

In August 2024, employees of the Rosson District Department for Emergency Situations conducted a monitoring of the fire safety status of the "Klyastitsy-Agro" branch of OJSC "Polotsk Dairy Plant" (Head – Bondarenko Vladimir Kazimirovich).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

employees responsible for fire safety, responsible for conducting fire safety briefings, as well as all employees involved in harvesting, have not been trained according to fire-technical minimum programs in accordance with the requirements;

vehicles are not equipped with primary fire extinguishing means in full volume in accordance with the norms established by the Ministry of Emergency Situations;

in the grain harvesting areas, duty of members of voluntary fire brigades (teams) has not been organized, equipped with fire rescue or other equipment suitable for extinguishing fires and a tractor equipped with a plow;

the distance from stacks, sheds, and piles of roughage to power lines is not less than 15 meters, to roads – 20 meters, to buildings and structures – not less than 50 meters, to the forest edge – not less than 100 meters;

roughage storage with measurement of temperature and humidity indicators has not been ensured;

the general fire safety instruction for the facility does not meet the requirements;

fire brigades have not been established at the facilities;

engineering and technical workers whose activities are related to the organization and conduct of technological processes, operation and maintenance of electrical installations have not been included in the composition of the fire-technical commission;

the work of the fire-technical commission has not been organized;

Dvorishche Repair Workshop

signs indicating the categories of premises classified by explosion and fire hazard have not been posted in full on the exterior of doors (gates);

the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, have not been ensured;

a plan for the placement of motor vehicles to create conditions for the evacuation of motor vehicles in case of fire has not been developed;

Evacuation training exercises for vehicles from garages and parking lots have not been conducted, with an act of arbitrary form being compiled.

Dvorishche Filling Station

The fire resistance of buildings on the territory of the Dvorishche production site of the filling station is not ensured to be no lower than II;

The facility is not equipped with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;

Labels indicating categories have not been placed on the exterior side of doors (gates) of premises categorized by explosion and fire hazard;

The possibility of unlocking locks (latches) on doors located on evacuation routes from the inside without a key is not ensured;

Klyastitsy Filling Station

The facility is not equipped with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;

Labels indicating categories have not been placed on the exterior side of doors (gates) of premises categorized by explosion and fire hazard;

The possibility of unlocking locks (latches) on doors located on evacuation routes from the inside without a key is not ensured.

Dvorishche MTP

The facility is not equipped with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;

The operation of electrical equipment in accordance with the design documentation and operational documentation for them is not ensured;

the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured;

fire reservoirs on the territory of the complex are not ensured to be ready for use, and do not have identification signs corresponding to the requirements of technical regulatory legal acts;

Fire hydrants located on the complex territory are not inspected (no acts available);

A fire evacuation plan for the sanitary checkpoint building is not available in the format determined by the Ministry of Emergency Situations.

Klyastitsy Repair Workshop

The operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured.

A plan for the placement of motor vehicles to ensure the evacuation of motor vehicles in case of fire has not been developed;

The fire pond on the territory of the grain drying complex is not ready for use; identification marks corresponding to the requirements of technical regulatory legal acts are missing;

The fire pond located on the territory of the grain drying complex is not inspected (no acts available);

The operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured;

Electrical equipment is not operated in accordance with the design documentation and operational documentation for them.

Selyavshchina Repair Workshop

The smoking area is not equipped in the prescribed manner and is not marked with a "Smoking Area" sign;

Selyavshchina Grain Storage

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire protection regime in their respective organizations.
