An inspection of the venues for New Year's events was carried out

In December 2024, employees of the Rossony District Department for Emergency Situations conducted control (supervision) using preventive and precautionary measures at the venues of New Year's events in preschool and general secondary education institutions regarding compliance with fire safety regulations and the condition of evacuation routes and exits.

During the events, violations of fire safety requirements were identified, including those previously identified during previous supervisory activities (requiring significant financial costs):

Educational Institution "Rossony Secondary School named after P.M. Masherov"

the operability and serviceability of fire protection and fire extinguishing equipment, as well as the constant readiness for their use, are not ensured (the fire automation system is in a faulty and inoperable state);

a 10% reserve of detectors of each type from the number installed is not provided;

fire detectors are installed in rooms without considering the type of fire load, the purpose of the room, the dominant fire hazard in the initial stage, and the room height;

no detectors are present in all rooms where people are permanently or temporarily located;

the "Exit" light indicator in the canteen is installed more than 0.5 m above the doorway of the evacuation exit;

the "Exit" light indicators (in the assembly (mirror) hall on the first floor, in the food block corridor) are placed at a height of less than 2.2 m without protection against mechanical damage;

fire detectors and manual call points are allowed to be installed in the same group (loop 1, 8, 12, 14, 17, 18 of project 46.06 PS).

fire automation systems are in a faulty state (the backup battery in the fire alarm control panel is in a faulty state);

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (the doors of the emergency exit to the stairwell from the auditorium);

fire detectors are installed in rooms without considering the type of fire load, the purpose of the room, the dominant fire hazard in the initial stage, and the room height (heat detectors are installed in classrooms);

There are no detectors in all rooms for permanent and temporary human presence (except for technical rooms, soap rooms, storerooms, and sanitary units with an area of less than 8m2).

The doors of evacuation exits to the stairwell from the 1st and 2nd floors lack self-closing and sealing devices in the rebates.

The automatic fire alarm system does not comply with the design documentation (Alarm-5 receiving and control unit has been replaced with PS8-MS; fire detectors are missing in storeroom group 3, in the corridor to the music room, in the corridor to the defectologist's office, in storeroom group 1; smoke detectors have been installed instead of heat detectors).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
