Monitoring was carried out

In January 2025, employees of the Rossony District Emergency Situations Department conducted fire safety inspections at the educational institutions: "Rossony Secondary School named after P.M. Masherov" (Head - Morozova E.B.), "Klyastitskaya Secondary School named after V.A. Khomchenovsky of Rossony District" (Head - Melman T.V.), "Krasnopolskaya Secondary School named after S.I. Zhukov of Rossony District" (Head - Sidorenko Zh.I.), "Selyavshchinskaya Basic School of Rossony District" (Head - Derevyago Yu.P.).

During the inspection of "Rossony Secondary School named after P.M. Masherov", the following violations of fire safety requirements were identified, posing a threat to national security, causing harm to the life and health of the population, and the environment:

School Building

the operability and serviceability of fire protection and fire extinguishing systems, as well as their constant readiness for use, are not ensured (the fire automation system is in a faulty and inoperable state);

a 10% reserve of detectors of each type from the number installed is not ensured;

automatic activation of the notification system by a command signal generated by the fire control panel is not ensured;

activation of "EXIT" light signs in rooms with mass occupancy (assembly halls, canteen premises) during the time of their stay is not ensured;

the specified characteristics of the СО-3 notification system are not ensured (there is no notification sequence (first, service personnel, then everyone else));

fire detectors are installed in rooms without considering the type of fire load, the purpose of the room, the dominant fire factor in the initial stage, and the height of the room (heat fire detectors are installed in the offices of the director, deputy director, and primary school classrooms);

no detectors are present in all rooms where people are permanently or temporarily present (except for technical rooms, soap rooms, storage rooms, and restrooms with an area of less than 8 m2);

the "Exit" light sign in the canteen is installed at a distance of more than 0.5 m above the doorway of the emergency exit;

the "Exit" light signs (in the dance hall on the first floor, in the corridor of the food block) are installed at a height of less than 2.2 m without protection against mechanical damage;

fire detectors and manual fire detectors are allowed to be installed in the same group.

Additionally, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

the operability and serviceability of fire protection and fire extinguishing equipment, as well as their readiness for use, are not ensured (the pressure gauge on fire extinguisher OP-4 in the dance hall on the first floor is in the red zone (rectified during monitoring);

the locations of fire extinguishers in the building are not fully marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and marking. Purpose and rules of application. General technical requirements and characteristics. Test methods" (on the 3rd floor of the school building) (rectified during monitoring);

fire doors in the storage room of the canteen are not operated in accordance with the operating documentation (the self-closing device has been dismantled).

Capital violations were also identified (recommended for implementation):

the width of the evacuation exit from the food block to the outside is less than 0.8 m;

the width of the permanently open leaf in double doors separating corridors on the 1st-3rd floors of the secondary school building is less than 0.8 m;

in the stairwells of the primary school building above the 2nd floor, the distance from the floor level of the landing to the manual window opening device is more than 1.7 m.

During the monitoring of the State Educational Institution "Klyastitskaya Secondary School named after V.A. Khomchenovsky of the Rossony District", the following violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

School Building

the overall fire safety instruction does not comply with the requirements of the Ministry of Emergency Situations Decree (an incorrect article of the Code of Administrative Offenses of the Republic of Belarus is indicated);

the operability and serviceability of fire protection and fire extinguishing equipment, as well as their readiness for use, are not ensured (a hose is not connected to fire hydrant PK-8) (rectified during monitoring);

The operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured (fire alarm systems are inoperable (smoke linear fire detectors in the gym are disabled; the light and sound device in the music room is faulty));

the music room premises are not used in accordance with the design documentation (used as a storage room).

Kindergarten Building

locations of fire extinguishers in group rooms No. 1, 2 are not marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and signal marking. Purpose and rules of application. General technical requirements and characteristics. Test methods" (rectified during the monitoring);

fire evacuation plans do not comply with the requirements of the Ministry of Emergency Situations Order No. 82 (the full name of the person who developed the plans is not indicated, one of the fire extinguishers is not depicted) (rectified during the monitoring);

the fire and explosion hazard category of the building, which is subject to fire and explosion hazard categorization (wood shed building), has not been determined (rectified during the monitoring);

fire evacuation drills have not been conducted, and no acts have been drawn up based on their results (rectified during the monitoring);

building materials with unconfirmed fire-technical characteristics have been used for floor coverings in the building (floors are covered with linoleum).

Capital violations were also identified (recommended for implementation):

the width of emergency exits to the outside of the building is less than 0.8 m.

During the monitoring of the Educational Institution "Krasnopolskaya Secondary School named after S.I. Zhukov of Rossony District", the following violations of fire safety requirements were identified, which do not pose a threat to national security, harm to the life and health of the population, or the environment:

the operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured (a hose is not connected to the fire hydrant on the 2nd floor staircase) (rectified during the monitoring);

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (fire automation systems are inoperable (smoke linear fire detectors in the gym are disabled; the "Exit" light indicator in the gym has been dismantled; 10% of loops in the fire control panel are missing; the fire alarm and evacuation management system does not start from the backup power source));

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes (doors of the evacuation exit and the gym to the outside) is not ensured.

Capital violations have also been identified (recommended for implementation):

the width of the evacuation exit from the computer science classroom is less than 0.8 m;

the height of the evacuation exit from the computer science classroom is less than 1.95 m;

the width of the exits to the stairwells on the 1st-2nd floors of the building is less than 0.9 m.

During the monitoring of the State Educational Institution "Selyavshchyna Basic School of Rossony District", the following violations of fire safety requirements were identified, which do not pose a threat to national security, harm to the life and health of the population, or the environment:

operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (the fire alarm and evacuation management system does not start from the backup power source).

A capital violation has also been identified (recommended for implementation):

the height of the thresholds of evacuation exits is more than 0.06 m (evacuation exits from the corridor to the outside, evacuation exit from the gym to the outside, evacuation exit from the canteen to the outside, evacuation exit No. 6).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
