Monitoring has been carried out

In April 2025, employees of the Rossony District Emergency Situations Department conducted fire safety monitoring of the educational institutions "Social-Pedagogical Center of the Rossony District" (Head - S.G. Goncharova), "Rossony Children's Art School" (Head - O.A. Lavetskaya), and the children's health camp "Kometa" of OJSC "Naftan" (Head - S.V. Moyseenok).

During the monitoring of the "Social-Pedagogical Center of the Rossony District", the following violations were identified:

the possibility of unlocking locks (latches) from the inside without a key on the evacuation route door (the door leading directly outside near the warehouses) was not ensured;

fire automation systems are inoperable (device A16-512 is faulty (disconnected), loop No. 13 is disconnected).

The measures specified in the recommendations for eliminating the identified violations dated 29.07.2024 (deadline for implementation not later than 29.07.2025) have been confirmed, namely:

the distance from fire detectors to walls is less than 0.1 m;

the fire automation system does not comply with the design documentation (the object terminal device for the fire notification transmission system has been dismantled);

a 10% reserve of fire detectors is not provided at the facility.

During the monitoring of the "Rossony Children's Art School", the following violations were identified:

The measures specified in the recommendations for eliminating the identified violations dated 29.07.2024 (deadline for implementation not later than 04.07.2025) have been confirmed, namely:

there is no second evacuation exit from the second floor of the building;

the building is not equipped with a fire alarm system.

During the monitoring of the children's health camp "Kometa" of OJSC "Naftan", the following violations were identified:

people evacuation plans in case of fire do not meet the requirements (the phrase "Action of Workers" is written instead of "Order of Actions of People") (eliminated during monitoring);

Administrative and amenity building:

fire automation systems are disconnected in the medical unit premises (eliminated during monitoring);

Building No. 1:

the door leading to the corridor on the 1st floor has been dismantled (eliminated during monitoring);

a cabinet is placed in the corridor near the educator's room on the 2nd floor, reducing the minimum evacuation width (eliminated during monitoring);

Building No. 3:

locations of manual fire detectors in the building are not fully marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and signal marking. Purpose and rules of application. General technical requirements and specifications. Test methods" (eliminated during monitoring);

Buildings No. 1, 2, 3, 4:

schematic plans for individual evacuation of people from the respective floor, and memos with fire safety requirements for residents and actions in case of fire are partially missing (eliminated during monitoring);

Canteen:

the illuminated "Exit" sign is installed at a distance of more than 0.5 m above the doorway of the emergency exit near the library (eliminated during monitoring).

Violations of a capital nature have also been identified (recommended for implementation):

Administrative and amenity building:

the evacuation width of the corridor in the medical unit is less than 1 m, considering the two-sided arrangement of doors, clauses 7.1.5, clauses 7.3.9 of SN 2.02.05-2020 "Fire safety of buildings and structures";

Buildings No. 1, 2, 3, 4:

the distance between duplicate fire detectors is less than 1 m;

the alarm devices are installed at a height of less than 2.2 m from the floor level to their lower part without protection against mechanical damage;

Building No. 1:

the height of the thresholds in the doors of emergency exits on the 2nd floor is more than 0.06 m.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire protection regime in the respective organizations.
