Monitoring Conducted

        In May 2025, employees of the Rossony District Department for Emergency Situations conducted a monitoring of the fire safety status of the healthcare institution "Rossony Central District Hospital" (Head – Zubik V.Yu.).

The following violations were identified during the monitoring of the healthcare institution "Rossony Central District Hospital":

the facility-wide fire safety instructions do not comply with the requirements of the Ministry of Emergency Situations Decree No. 82 of December 21, 2021 "On Fire Safety Assurance" (hereinafter – MES Decree No. 82) (governing documents do not comply) (rectified during the monitoring);

self-rescuers intended for use by employees who are members of the fire brigade and employees involved in the implementation of the fire evacuation plan are not located at their workplaces (rectified during the monitoring);

tests of roof railings in the main building and polyclinic, as well as the external stationary ladder in the main building, have not been carried out.

Main Building

fire evacuation plans do not comply with the requirements (not all manual fire alarms are displayed on the fire evacuation plans);

combustible materials (furniture) are placed under the march of the evacuation staircase located near the occupational safety office;

obstruction of passage on evacuation routes is permitted (in the nursing care department in the corridor, as well as in the corridor near the occupational safety office, furniture is placed, reducing the minimum evacuation width of the corridors);

the operability and serviceability of fire protection and firefighting equipment, as well as their constant readiness for use, are not ensured (the fire extinguisher in the reception room is out of order (not recharged));

the work of the fire-technical commission is not organized (no acts are available);

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (main exit door from the reception room);

materials (PVC panels) with unconfirmed fire-technical characteristics are used for finishing walls and ceilings in corridors and stairwells of the building;

materials (linoleum) with unconfirmed fire-technical characteristics are used for floor covering in corridors and stairwells of the building;

materials with unconfirmed fire-technical characteristics have been used in the building;

the building is operated not in accordance with the design documentation and operating documentation (doors in the corridors near the physiotherapy room, X-ray room and occupational safety office, as provided for by the design documentation, are missing);

doors of evacuation exits to stairwells are not equipped with self-closing devices and seals in the rebates.

Polyclinic

the operability and serviceability of fire protection and fire extinguishing means, as well as the constant readiness for their use, are not ensured (fire extinguishers near the dentist's office, near the gynecologist's office are out of order (not recharged));

doors leading from the right wing to the reception area (near the ophthalmologist's office) are not equipped with a self-closing device;

fire evacuation plans are not placed in visible locations (they are on the fire cabinet).

Capital violations were also identified (recommended for implementation):

the height of the evacuation exit from the main building under the stairwell to the outside of the building is less than 1.95 m;

in the main building, the alarm devices are installed at a height of less than 2.2 m from the floor level to their lower part without protection against mechanical damage. The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
