On conducting monitoring in October

In October 2025, employees of the Rosson District Emergency Situations Department conducted a fire safety monitoring of the State Institution "Rosson District Sports and Fitness Club 'Start'" (Head – Malysheva D.A.).

The following violations were identified during the monitoring:

the facility is not equipped with primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations (3 OP-4 fire extinguishers need to be added on the first floor, 5 OP-4 fire extinguishers need to be added on the second floor);

fire evacuation plans do not comply with the requirements (the phrase "Order of Actions of People" is replaced with "Action of Employees", the placement of fire extinguishers is incorrect);

tests of external stationary fire escape ladders installed at the facility have not been carried out;

readiness assessment for the use of fire hydrants has not been carried out (rectified during the monitoring);

a 10% reserve of detectors of each type, based on the number installed, is not ensured at the facility;

warning devices are installed at a height of less than 2.2 m from the floor to their lower part without protection against mechanical damage (in the gym, at the emergency exit near the electrical panel, (room 3 project 45-10 SPS), room 12 project 45-10 SPS));

the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (in the sports hall, the OP-4 fire extinguisher is inoperable (no nozzle));

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (door from the gym to the corridor, doors leading from the second floor to the stairwell, from the stairwell to the first floor, doors separating corridors, two doors at the main entrance);

the distance between duplicate fire detectors is less than 1 m (in the ticket office (room 3 project 45-10 SPS), in the fitness equipment storage room (room 41 project 45-10 SPS), on the first floor (room 35 project 45-10 SPS), in the control room (room 27 project 45-10 SPS), in the space near room 25 (project 45-10 SPS));

the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (fire alarm systems are inoperable (in the sports hall, the "Exit" light indicator and the audible-visual alarm device on the building facade are out of order) (rectified during the monitoring);

The operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured (fire automation systems are inoperable (the "Exit" light sign on the first floor has been dismantled)) (project 45-10 SPS in axes D-Zh, 5-6).

Furthermore, during the monitoring, it was established that the fire automation systems have exceeded their service life (they have been in operation since 2009).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety," the heads of organizations must ensure fire safety and fire protection regulations within their respective organizations.
