On conducting monitoring in November

In November 2025, employees of the Rossony District Department for Emergency Situations conducted a monitoring of the fire safety status of the store of the State Institution "Territorial Center for Social Services for the Population of the Rossony District" (all-day stay department No. 1, ag. Krasnopolye, Sosnovy Lane, 3 (hereinafter referred to as ASD No. 1); all-day stay department No. 2, Krasnopolsky s/s, d. Zaborie, Internatsionalnaya St., 23 (hereinafter referred to as ASD No. 2); department for social rehabilitation, habilitation of disabled persons and the elderly, Rossony town, Sovetskaya St., 15) (head - Mishchenko O.I.).

The following violations were identified during the monitoring:

ASD No. 1

building materials with unconfirmed fire and technical characteristics were used for finishing walls, ceilings, and floor coverings (in the canteen corridor, corridor of residential building No. 1) (linoleum on the floor, siding on walls and ceilings);

building materials with unconfirmed fire and technical characteristics were used for interior finishing and floor coverings in residential building No. 1 (linoleum on the floor, siding on the ceiling);

ASD No. 2

building materials with unconfirmed fire and technical characteristics were used for finishing walls, ceilings, and floor coverings (in the corridor, lobby of the building) (siding, wood on the ceiling);

building materials with unconfirmed fire and technical characteristics were used for interior finishing and floor coverings in the building (linoleum on the floor, wood, siding on the ceiling, wood, siding on the walls);

Department for social rehabilitation, habilitation of disabled persons and the elderly

employee training under program No. 3 of fire and technical minimum (program for employees operating heat-generating equipment) was not provided (employee - Kapustin O.A.);

fire extinguishers in the building are placed on the floor;

building materials with unconfirmed fire and technical characteristics were used for finishing walls, ceilings, and floor coverings (in the building corridors) (linoleum on the floor, siding on the ceiling and walls).

Capital violations were also identified (recommended for implementation):

the evacuation width of the corridor in the department for social rehabilitation, habilitation of disabled persons and the elderly is less than 1 m;

the distance between duplicate fire detectors in ASD No. 1 is less than 1 m.

Additionally, during the monitoring, it was established that the fire alarm systems in ОКП № 1 and the social rehabilitation, habilitation of disabled persons and elderly citizens department have exceeded their service life (they have been in operation since 2013 and 2014, respectively).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire protection regulations in their respective organizations.
