Monitoring has been carried out

In January-February 2026, employees of the Rossony District Department for Emergency Situations conducted monitoring of the fire safety status of the educational institution "Rossony Secondary School named after P.M. Masherov" (head – E.B. Morozova), the educational institution "Klyastitskaya Secondary School named after V.A. Khomchenovsky of Rossony District" (head – T.V. Melman), the educational institution "Krasnopolskaya Secondary School named after S.I. Zhukov of Rossony District" (head – Zh.I. Sidorenko), and the Rossony District Center of Culture and Folk Art of the state cultural institution "Rossony District Center of Culture and Folk Art" (head – L.M. Vlasova).

During the monitoring of the educational institution "Rossony Secondary School named after P.M. Masherov", the following violations were identified:

technical maintenance (preventive work) of the fire alarm system "Molniya" (school and dormitory buildings) was not provided;

compliance of design solutions for evacuation of people from premises and the building with calculations using methods established in technical regulatory legal acts was not confirmed;

the food service unit premises are operated not in accordance with the design documentation (according to the project, the capacity of the dining hall is 150 people, the actual number of seats is 292 people) (sheet 2 of project 54.12-00 TH "Capital repair of the food service unit and dining hall located in the building of Rossony Secondary School named after P.M. Masherov in the urban settlement of Rossony");

testing of the restored section of the roof fence was not carried out.

Capital violations were also identified (recommended for implementation):

in fire barriers separating sleeping areas from other premises on the 2nd floor of the primary school building, door openings are filled with ordinary doors (they should be type 2 fire doors);

the construction object "Capital repair of the food service unit and dining hall located in the building of Rossony Secondary School named after P.M. Masherov in the urban settlement of Rossony" (project 54.12-00) is operated with unfulfilled fire safety measures without a positive conclusion from the State Fire Supervision body, namely:

the partition separating the corridor (item 3) from the dining hall (item 1) is made of brick, sheathed on both sides with drywall sheets, and also has window openings in the partition filled with PVC profile window units, which are not made of tempered (reinforced) glass.

During the monitoring of the educational institution "Klyastitskaya Secondary School named after V.A. Khomchenovsky of Rossony District", the following violations were identified:

technical maintenance (preventive work) of the SPiOP "Molniya" fire alarm system is not provided in the school building and in the kindergarten building;

the fire escape is in disrepair (metal structures of the ladder are not painted, with signs of corrosion);

construction materials with unconfirmed fire and technical characteristics (linoleum on the floor) were used to cover the floor (in the hall in front of the canteen).

Capital violations were also identified (recommended for implementation):

in the stairwells of the school building above the 2nd floor, the distance from the floor level of the landing to the manual window opening device is more than 1.7 m;

the height of the thresholds in the kindergarten building is more than 0.06 m;

fire detectors of different types are included in the same loop in the kindergarten building;

on type 1 stairs in the school building, there is no gap of at least 0.05 m between the flights, or a gap of at least 0.12 m between the stair landing and the window, or stops preventing pinching of fire hoses, or dry pipes.

During the monitoring of the educational institution "Krasnopolskaya Secondary School named after S.I. Zhukov of Rossony District" the following violations were identified:

technical maintenance (preventive work) of the SPiOP "Molniya" fire alarm system is not provided;

the roof railing has been dismantled in the building;

the existing external stationary fire escape at the facility has not been tested.

Capital violations were also identified (recommended for implementation):

in the stairwells of the building above the 2nd floor, the distance from the floor level of the landing to the manual window opening device is more than 1.7 m;

on type 1 stairs in the building, there is no gap of at least 0.05 m between the flights, or a gap of at least 0.12 m between the stair landing and the window, or stops preventing pinching of fire hoses, or dry pipes.

During the monitoring of the Rossony District Center of Culture and Folk Art of the State Cultural Institution "Rossony District Center of Culture and Folk Art" the following violations were identified:

technical maintenance (preventive work) of the SPiOP "Molniya" fire alarm system is not provided;

the compliance of design solutions for the evacuation of people from premises and buildings with calculations using methods established in current technical regulatory legal acts has not been confirmed;

in the auditorium, construction materials with unconfirmed fire-technical characteristics were used for finishing walls and columns (wooden panels on walls and columns);

in the dance hall, construction materials with unconfirmed fire-technical characteristics were used for floor covering (linoleum on the floor);

the roof railing has been dismantled in the building.

Capital violations were also identified (recommended for implementation):

not all premises subject to fire automation systems are equipped;

fire detectors are not installed in all ceiling compartments, 0.75 m wide or more, bounded by building structures protruding from the ceiling by more than 0.4 m.

Also, during the monitoring, it was established that the fire automation systems have exceeded their service life (in operation since 2007).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
