Monitoring has been carried out

In March 2026, employees of the Rossonsky District Emergency Situations Department conducted fire safety status monitoring of GLKHU "Rossony Forestry" (woodworking shop No. 1; woodworking shop No. 2) (Head – Mironovsky E.M.), GUO "Rossony Children's Art School" (Head – Starovoytova E.V.).

During the monitoring of GLKHU "Rossony Forestry" (woodworking shop No. 1; woodworking shop No. 2), the following violations were identified:

the operability and serviceability of fire protection and fire extinguishing means are not ensured (the nozzle is missing from the OP-8 fire extinguisher in the utility room of woodworking shop No. 2);

training of employees under programs No. 1, 3 of the fire-technical minimum has not been organized (programs for employees responsible for fire safety of the business entity (its structural divisions), employees operating heat-generating units) (Petrovich A.Z. issued certificates of completion of training under the FTM programs to Filippov, Petrovich, Bulanova, Shilova, while Petrovich A.Z. is not authorized to train under FTM programs (has not undergone advanced training in the field of "Fire Safety Assurance"));

an unscheduled fire safety briefing has not been conducted with employees due to changes in fire safety legislation (amendments to the Ministry of Emergency Situations Decree of December 21, 2021 No. 82 "On Fire Safety Assurance" (hereinafter referred to as MES Decree No. 82));

technical maintenance of fire automation systems in woodworking shop No. 1 is not ensured;

the operability and serviceability of fire protection and fire extinguishing means in woodworking shop No. 1 are not ensured (the "Molniya" fire alarm transmission system is inoperable);

the general fire safety instructions do not comply with the requirements (the number of sections is inconsistent);

combustible materials (finished products) are stored in fire breaks in woodworking shop No. 1;

the possibility of opening locks (latches) on doors located on evacuation routes from the inside without a key is not ensured (external evacuation doors of woodworking shop No. 2).

Following the monitoring, violations of fire safety requirements that pose a threat to national security, harm to the life and health of the population, and the environment have been confirmed. These violations were identified during the monitoring conducted in 2024 (on November 29, 2024, a proposal to suspend (prohibit) the activities of woodworking shop No. 2 located at: Rossony urban settlement, 40 Lapenko Street, was sent by registered mail with notification to the Director of the State Forestry Institution "Rossonsky Leskhoz" (Proposal No. 14 on suspension (prohibition) of the activities of the entity (its workshops, production sites), equipment dated November 29, 2024), namely:

Woodworking shop No. 2

the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured in the building (fire automation systems are in disrepair, partially dismantled), which violates clause 3.1 of clause 3 of the General Technical Regulations for Fire Safety (OTPB);

the building is not provided with external fire water supply, clause 9 of OTPB, clause 5.1.8 of SN 2.02.02-2019 "Fire Water Supply";

the building is not provided with internal fire water supply, clause 9 of OTPB, clause 6.1.1 of SN 2.02.02-2019 "Fire Water Supply".

In 2022, the facility "Reconstruction of a cannery into a sawmill at 40 Lapenko Street in Rossony urban settlement" was commissioned by the Decision of the Rossonsky District Executive Committee as a self-built facility.

During the monitoring of the State Educational Institution "Rossonsky Children's Art School," the following violations were identified:

the overall fire safety instruction does not comply with the requirements (the number of sections is inconsistent);

the height of the door of the main emergency exit to the outside is less than 1.95 m;

Capital violations were also identified (recommended for implementation):

there is no second emergency exit from the second floor of the building;

the building is not equipped with fire automation systems;

the building lacks roof fencing;

the doors of the assembly hall are not equipped with self-closing devices and seals in the rebates;

the height of the thresholds from the assembly hall to the corridor is more than 0.02 m;

the height of the threshold from the art class to the corridor is more than 0.06 m;

the height of the door of the secondary emergency exit to the outside (under the staircase) is less than 1.95 m;

the width of the constantly opening leaf of the door of the emergency exit to the outside (under the stairwell) is less than 0.8 m, the second leaf cannot be constantly opened;

the height of the door of the emergency exit from the solfeggio classroom on the second floor is less than 1.95 m (operation of the premises is prohibited by order);

the width of the door of the emergency exit from the solfeggio classroom on the second floor is less than 0.8 m (operation of the premises is prohibited by order).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
