A sample inspection was carried out

In April 2023, employees of the Rosson District Department for Emergency Situations conducted a monitoring of the fire safety status of the "Klyastitsy-Agro" branch of the open joint-stock company "Polotsk Dairy Plant" (head - Bondarenko Vladimir Kazimirovich).

During the inspection, numerous violations were identified on all issues studied, namely:

- Compliance and control of fire safety requirements at the facility are not ensured (buildings and premises are not equipped with primary fire extinguishing means in full, in accordance with the norms established by the Ministry of Emergency Situations;

- Employees who have not undergone fire safety training and training under the fire-technical minimum program are allowed to work;

- Fire safety information stands are absent;

- The facility-wide fire safety instructions do not meet the requirements;

- Fire brigades have not been created at the facilities;

- The work of the fire-technical commission has not been organized;

- The fire alarm system in the Yankovichi MTP building is in disrepair and inoperable;

- Fire safety briefings are conducted without the use of facility-wide fire safety instructions;

- A building with a fire resistance class lower than II is located on the territory of the Klyastitsy production site refueling station;

- A faulty heat-accumulating stove (with through cracks) is operated in the cow shed building of the Sokolishche farm;

- The operation of electrical equipment in accordance with design and operational documentation is not ensured (protective shades are missing from lighting fixtures, electrical wires are joined by twisting);

- Non-factory (homemade) heating appliances are allowed to be operated;

- The outer sides of doors (gates) of premises categorized by explosion and fire hazard do not have category indicators;

- The operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (faulty fire extinguishers are operated);

- Smoking is allowed outside specially designated areas;

- The possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured, clause 48 of the General Technical Regulations for Fire Safety;

- storage of cylinders with flammable gas (propane) is permitted without a plug on the side fitting of the valve, and without a protective cap;

- cylinders with flammable gas (propane) are stored without taking measures to prevent their falling and damage;

- plans for the placement of motor vehicles to create conditions for the evacuation of motor vehicles in case of fire have not been developed;

- training sessions on the evacuation of motor vehicles from garages and parking lots are not conducted, with the compilation of an act of arbitrary form;

- storage of batteries outside specially designated premises is permitted.

The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge by officials of the Klyastitsy-Agro branch of Polotsk Dairy Plant OJSC of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by
