Compliance with the requirements of special permits (licenses) is under constant control

Employees of the supervision and prevention sector of the Rossony District Department for Emergency Situations, in accordance with the plans, systematically carry out supervisory and preventive work at the facilities of business entities registered and operating in the territory of the Rossony district, with attention paid to the operability of fire alarm systems and fire alarm and evacuation control systems (hereinafter referred to as the Systems).

The maintenance of these systems in the district is usually carried out by organizations that have a special permit (license) for the right to carry out activities to ensure fire safety (installation, adjustment, and maintenance of systems) based on bilateral agreements.

When carrying out technical maintenance of the systems, the requirements of TKhP 316 - 2011 "System for technical maintenance and repair of automatic fire extinguishing systems, smoke protection systems, fire alarm systems, fire alarm and evacuation control systems. Organization and procedure for carrying out work" are mandatory.

Over the past period of 2023, as well as previously, the following violations have been mainly identified, committed by both the servicing organization and the system customers:

system passports are not executed, including taking into account the repairs carried out (replacement of the control panel, detectors, wires (cables), etc.);

quality control of system maintenance is carried out without recording the control results in the system maintenance and current repair work registration log;

planned technical maintenance of the systems is not carried out in full compliance with the regulations of technical maintenance No. 1 and No. 2, according to the system's technological maps, operating instructions for technical means, and technical specifications;

not all the information provided is entered into the system maintenance and current repair work registration logs, reflecting all types of work;

after the completion of scheduled technical maintenance, including the restoration of the system's operation, the work performed is not presented to the responsible person of the Customer or the person replacing them by order of the Customer;

maintenance (upkeep) of systems is carried out in the absence of design documentation;

operation of systems with mechanical damage to fire detectors, etc.

We also draw your attention to the fact that, in accordance with the Code of the Republic of Belarus on Administrative Offenses, the following measures of responsibility are provided:

Article 24.36 "Violation of fire safety requirements":

Part 1: Failure of managers (officials) and employees of business entities to fulfill their duties in the field of fire safety entails a fine of up to thirty basic units.

Part 6: Failure to comply with mandatory requirements when performing technical maintenance of fire automation systems entails a fine of up to ten basic units for individuals, and up to fifty basic units for legal entities.

Owners of facilities, in order to maintain systems in working and proper condition, prevent costly repairs, etc., are recommended to analyze their condition, comply with contractual relations with organizations, and study regulatory documents, etc.
