Monitoring was carried out

In May 2023, employees of the Rossonsky District Department for Emergency Situations conducted a monitoring of the fire safety status of the Educational Institution "Kindergarten No. 3 in the urban-type settlement of Rossons" (Head – Smolenskaya Valentina Sergeevna).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

- The operability and serviceability of fire protection equipment are not ensured (the warranty period for self-rescuers for respiratory and visual organs available at the facility has been exceeded);

- The building is not operated in accordance with the design documentation (the stairwell doors on the 2nd floor of the building are not equipped with self-closing devices and seals in the rebates);

- Building materials with unconfirmed fire-technical characteristics were used for floor coverings in the building (floors are covered with linoleum);

- The automatic fire alarm system does not comply with the design documentation (an Alarm-5 receiving and control unit has been replaced with a PS8-MS; fire detectors are missing in the storage room of group 3, in the corridor to the music room, in the corridor to the speech therapist's office, in the storage room of group 1; smoke detectors have been installed instead of heat detectors), clause 9 of the Fire Safety Rules;

- A 10% reserve of fire detectors is not provided at the facility.

During the monitoring, compliance by the licensee OOO "Belarm" with the requirements of the legislation in the field of fire safety maintenance, specifically regarding the technical maintenance of fire automation systems (hereinafter referred to as FAS) at facilities, was studied. The operability of FAS in standby mode and in fire mode (malfunction) from the main and backup power sources was also checked. The study found that the FAS are in a faulty and inoperable condition.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety," the heads of organizations must ensure fire safety and the fire-fighting regime in their respective organizations.
