A sample inspection was carried out

In August 2023, employees of the Rossonsky District Department for Emergency Situations conducted an inspection of the fire safety status of the Educational Institution "Rossonskaya Secondary School named after P.M. Masherov" (Head – Morozova Elena Borisovna).

During the inspection, violations were identified on all examined issues, namely:

fire safety and fire prevention regime at the facility are not ensured (the building is not equipped with primary fire extinguishing means in full, in accordance with the norms established by the Ministry of Emergency Situations (1st, 2nd, 3rd floors of the secondary school; 1st, 2nd, 3rd floors of the primary school));

fire prevention briefings are not provided;

recording of training conducted under the Fire Safety Technician programs was carried out in a logbook for training completion in the Fire Safety Technician program, the form of which does not comply with the requirements;

knowledge checks after training under the Fire Safety Technician programs were not conducted;

knowledge checks in the scope of fire-technical minimum programs by a commission consisting of at least three people are not ensured;

placement of self-rescuers intended for use by employees who are members of the fire brigade and employees involved in the implementation of the fire evacuation plan at their workplaces is not ensured;

School Building

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes (premises with mass occupancy (assembly hall located on the 1st floor), external evacuation doors (exit from the ski base room)) is not ensured;

fire evacuation plans do not comply with the requirements of MCHS No. 82 (locations of all available fire extinguishers are not indicated);

the fire alarm system in the building is inoperable (heat fire detectors have been dismantled);

the fire alarm system in the building is inoperable (illuminated "Exit" signs have been dismantled;

the fire alarm system is operated not in accordance with the design documentation (smoke detectors have been installed instead of heat detectors);

a 10% reserve of detectors of each type from the number installed is not ensured;

automatic activation of the notification system by a command signal generated by the fire control panel is not ensured;

failure to ensure the activation of "EXIT" light signs in premises with a high concentration of people (assembly halls, dining room) during their occupancy;

failure to ensure the specified characteristics of the SO-3 notification system (lack of notification priority (service personnel first, then everyone else));

fire detectors installed in premises without considering the type of fire load, the purpose of the premises, the dominant fire factor in the initial stage, and the height of the premises;

absence of notification devices in all premises for permanent and temporary occupancy of people (except for technical rooms, washrooms, storage rooms, and sanitary units with an area of less than 8m²);

the "Exit" light sign in the dining room is installed at a distance of more than 0.5 m above the doorway of the emergency exit;

the "Exit" light signs (in the assembly (mirror) hall on the first floor, in the food preparation area corridor) are installed at a height of less than 2.2 m without protection against mechanical damage;

it is permissible to install fire detectors and manual fire detectors in the same group;

the external stationary fire escape and roof railings of the facility have not been tested;

materials with unconfirmed fire-technical characteristics are used for wall finishing in the building's stairwells;

Dormitory Building

the fire alarm system in the building is inoperable;

the fire alarm system is operated not in accordance with the design documentation;

notification devices on the 1st and 2nd floors are installed at a height of less than 2.2 m without protection against mechanical damage;

a 10% reserve of detectors of each type from the number installed is not ensured;

materials with unconfirmed fire-technical characteristics are used for wall finishing in the building's stairwell.

The reasons and conditions contributing to the commission of the specified violations were the insufficient knowledge of the officials of the State Educational Institution "Rossony Secondary School named after P.M. Masherov" of the requirements of regulatory legal acts in the field of fire safety, a formal approach to the performance of their direct official duties, as well as weakened control by the institution's management.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
