On conducting the monitoring of DSHI

In August 2023, employees of the Rossonsky District Department for Emergency Situations conducted a monitoring of the fire safety status of the Educational Institution "Rossonskaya Children's Art School" (Head – Parfenova Elena Ivanovna).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

training of employees on fire technical minimum programs, as defined by the Ministry of Emergency Situations, and conducting fire safety briefings, as well as training employees in fire safety measures, has not been organized;

the facility-wide fire safety instructions do not comply with the requirements;

evacuation plans for people in case of fire do not comply with the requirements (on the first and second floors of the building);

compliance and control of fire safety requirements at the facility are not ensured (the second floor of the building is not equipped with primary fire extinguishing means in accordance with the norms defined by the Ministry of Emergency Situations);

the possibility of opening locks (latches) on doors located on evacuation routes (external evacuation doors) from the inside without a key is not ensured;

employees involved in the implementation of the evacuation plan for people in case of fire are not provided with self-rescuers;

no evacuation drills for people from buildings in case of fire have been conducted;

the height of the threshold at the exit from the assembly hall on the second floor is 0.09 m;

the height of the threshold at the main exit from the building is 0.16 m;

the height of the evacuation exit from the solfeggio classroom on the second floor is 1.85 m;

the width of the evacuation exit from the solfeggio classroom on the second floor is 0.75 m;

there is no second evacuation exit from the floor on the second floor;

the building is not equipped with a fire alarm system.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
