Monitoring was carried out

In October 2023, employees of the Rosson District Emergency Situations Department conducted a monitoring of the fire safety status of the State Institution "Territorial Center for Social Services for the Population of the Rosson District" (Head – Yasinskaya Anna Nikolaevna).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

building materials with unconfirmed fire-technical characteristics are used for the internal finishing of evacuation routes (in corridors) (linoleum on the floor, as well as internal wall finishing);

the facility does not ensure a 10% reserve of fire detectors of each type from the number installed;

the smoking area is not marked with the sign "Smoking Area" in accordance with GOST 12.4.026-2015 "Signal Colors, Safety Signs and Signal Marking" (hereinafter – GOST 12.4.026-2015);

fire safety briefings and training of employees in fire safety measures using the general facility fire safety instructions have not been organized;

the fire extinguisher located in the smoking area is not kept in constant readiness for use (the key to the cabinet is missing), clause 3.1 of the Fire Safety Rules;

in ward No. 4, there is a cabinet that reduces the minimum evacuation width of the exit;

the carpet on the evacuation route (in front of the main entrance to the OKP building) is not fixed to the floor, and also does not ensure the fire hazard indicators established by the Technical Normative Legal Acts;

the fire alarm system is out of order (the control panel is faulty);

During the monitoring, compliance by the licensee OOO "SpetsYuKInzhenering" with the requirements of the legislation in the field of fire safety maintenance of fire automation systems (hereinafter – FAS) at facilities was studied, and the operability of FAS in standby mode, in fire mode (malfunction) on the main and backup power sources was checked. During the study, it was found that the FAS are out of order (the control panel is faulty).

During the monitoring, a presentation was given (including on the topic: "Requirements for maintenance and repair of fire alarm systems, organization and procedure for carrying out work") to the work collective of the State Educational Institution "Social-Pedagogical Center of the Rossony District", as well as to employees carrying out the maintenance of fire alarm systems. The presentation was attended by 15 employees of the organization (including representatives of the maintenance organization, the person responsible for ensuring the operability and maintenance of the facility's fire automation, and operational duty personnel).

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire safety regulations in their respective organizations.
