On conducting monitoring of DRBU-109

In January 2024, employees of the Rosson District Department for Emergency Situations conducted a monitoring of the fire safety status of the administrative building of the branch "Rosson Road Repair and Construction Administration No. 109" of the State Enterprise "Vitebskoblodorstroy" (Head – Matsulevich Sergey Viktorovich).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment, and were not eliminated during the monitoring, namely:

people evacuation plans in case of fire on the 1st and 2nd floors of the building do not meet the requirements;

an assessment of the readiness for use of fire hydrants has not been carried out;

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes (assembly hall doors) is not ensured;

the width of evacuation routes on the 1st and 2nd floors of the building is less than 1 meter (taking into account the double-sided opening of doors);

the fire cabinet located on the 1st floor of the building is made of combustible material;

the system of fire alarm does not include an object terminal device for the fire alarm notification transmission system.

During the monitoring, compliance by the licensee LLC "SpetsYuKengineering" with the requirements of the legislation in the field of ensuring fire safety regarding the technical maintenance of fire automation systems (hereinafter referred to as FAS) at the facility was studied, and the operability of the FAS in standby mode, in fire (malfunction) mode on the main and backup power sources was checked. The study established that the FAS in the administrative building of the branch "Rosson Road Repair and Construction Administration No. 109" of the State Enterprise "Vitebskoblodorstroy" is in working and good condition.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
