On conducting monitoring of Klyastitskaya Secondary School

In January 2024, employees of the Rossonsky District Department for Emergency Situations conducted a monitoring of the fire safety status of the State Educational Institution "Klyastitskaya Secondary School named after V.A. Khomchenovsky of the Rossonsky District" (Head – Melman Tatyana Viktorovna).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to the life and health of the population, or the environment:

the fire alarm system in the building is inoperable (linear smoke detectors in the sports hall have been dismantled) (room 5, sheet 2, project 39.08 PS); when the fire alarm control panel is opened, a "fault" signal is not generated, and there is no audible signal);

the fire alarm and evacuation management system in the building is inoperable (exit light signs have been dismantled in the stairwell (room 26, sheet 2, project 39.08 PS); in the canteen (room 53, sheet 2, project 39.08 PS); voice alarm devices have been dismantled: in the lobby (room 20, sheet 2, project 39.08 PS); in the sports hall (room 5, sheet 2, project 39.08 PS); the exit light sign in the corridor is faulty (room 3, sheet 2, project 39.08 PS);

employees are not trained according to fire safety minimum programs in accordance with the Ministry of Emergency Situations Resolution;

a reserve of fire detectors of at least 1 m. is not ensured;

a 10% reserve of fire detectors is not provided at the facility (in the school and kindergarten building).

During the monitoring, compliance by the licensee LLC "Belarm" with the requirements of the legislation in the field of fire safety provision regarding the technical maintenance of fire automation systems (hereinafter referred to as FAS) at facilities was studied, and the operability of FAS in standby mode, in fire (fault) mode on the main and backup power sources was checked. The study found that the FAS are in good working order and operational.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
