On conducting monitoring of UP "Housing and Communal Services"

In February 2024, employees of the Rossony District Department for Emergency Situations monitored the fire safety status of UP ZhKKh Rossony District (Rossony Hotel and dormitory) (Head – Evgeny Adamovich Bobyk).

Following the monitoring, violations of fire safety requirements were identified, which were established during the previous monitoring and do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

fire evacuation plans for people in the hotel and dormitory buildings do not comply with requirements, and the evacuation plan on the 1st floor of the hotel building is not located in a conspicuous place;

the hotel and dormitory buildings are not equipped with primary fire extinguishing means in accordance with the norms established by the Ministry of Emergency Situations;

the locations of fire extinguishers in the hotel and dormitory buildings are not marked with fire safety signs in accordance with GOST 12.4.026-2015;

building materials with unconfirmed fire-technical characteristics are used for the interior finishing of evacuation routes (in the corridor of the 3rd floor of the hotel building);

the carpet covering on the evacuation route (in the corridor of the 2nd floor of the hotel building) is not fixed to the floor, and also does not ensure the fire hazard indicators established by the Technical Normative Legal Acts;

smoke-tight doors in the dormitory building are not operated in accordance with the operating documentation (devices for opening-closing the door, door handles, thumb-turn cylinders on the 1st, 2nd, 3rd, 5th floors of the building have been dismantled);

the operability and serviceability of fire protection and fire extinguishing means, as well as the constant readiness for the use of these means in the hotel and dormitory buildings are not ensured (fire extinguishers on the 1st, 2nd, 3rd floors of the hotel building have not been recharged, fire extinguishers on the 1st, 2nd, 3rd floors of the dormitory building have not been recharged);

10% reserve of fire detectors is missing in the hotel and dormitory buildings;

the operability and proper functioning of the fire automation system in the hotel building is not ensured (the battery in the notification system device has failed).

During the monitoring, compliance by the licensee UP "Vitebsk Fire Protection Works" RGOO "BDPO" with the requirements of the legislation in the field of fire safety provision regarding the technical maintenance of fire automation systems (hereinafter referred to as FAS) at the facility was studied, and the operability of the FAS in standby mode, in fire mode (malfunction) on the main and backup power sources was checked. During the study, it was found that the FAS in the dormitory building is in working order, and in the hotel building – inoperable.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
