On the conduct of the Central Bank monitoring

In March 2024, employees of the Rossonsky District Department for Emergency Situations conducted a monitoring of the fire safety status of the main building and the polyclinic of the healthcare institution "Rossonskaya Central District Hospital" (Head - Latsuzbaya Olga Mikhailovna).

Following the monitoring, violations of fire safety requirements were identified, posing a threat to national security, causing harm to the life and health of the population, and the environment, namely:

in the main building, the operability and serviceability of fire protection and fire extinguishing systems, as well as their constant readiness for use, are not ensured (the fire automation system is in a faulty and inoperable state).

In addition, violations of fire safety requirements were identified that do not pose a threat to national security, cause harm to the life and health of the population, or the environment:

Main Building

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured;

a distance of at least 1 m between fire detectors is not ensured;

materials with unconfirmed fire-technical characteristics are used for finishing walls and ceilings in corridors and stairwells of the building;

materials with unconfirmed fire-technical characteristics are used for floor coverings in corridors and stairwells of the building;

the building is operated not in accordance with the design documentation and operating documentation (doors in the corridor on the first floor, as provided for by the design documentation, are missing; partitions of stairwells with doors on the first floor, as provided for by the design documentation, are missing;

obstruction of passage on evacuation routes is allowed (in the nursing care unit, cabinets and a sofa are placed in the corridor, reducing the minimum evacuation width of the corridor);

materials with unconfirmed fire-technical characteristics are used in the building;

fire evacuation plans do not comply with requirements;

the minimum width of evacuation exits in the clear is not ensured to be at least 0.8 m;

audible alarms are absent in all rooms where people are permanently or temporarily present;

doors of evacuation exits to stairwells, doors in partitions dividing corridors into sections, are not equipped with self-closing devices and seals in the rebates;

Polyclinic

The possibility of unlocking locks (latches) on doors located on evacuation routes from the inside without a key is not ensured;

The operability and serviceability of fire protection and fire extinguishing equipment, as well as their constant readiness for use, are not ensured;

The door leading from the right wing to the registry is not equipped with a self-closing device;

Obstruction of evacuation routes is allowed (in the children's department, benches and a coat rack are placed in the corridor near the exit, reducing the minimum evacuation width of the corridor).

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", the heads of organizations must ensure fire safety and fire protection regulations in their respective organizations.
