On conducting a selective audit of the State Cultural Institution

In April 2024, employees of the Rossonsky District Department for Emergency Situations conducted a fire safety inspection of the State Cultural Institution "Rossonsky District Center of Culture and Folk Crafts" (Head – Vlasova Larisa Mikhailovna).

During the inspection, violations were identified regarding the following issues:

general fire safety requirements for facilities are not fully complied with. Building materials with unconfirmed fire-technical characteristics (linoleum on the floor) are used for interior finishing of evacuation routes in the corridor of branch №2 "Gorbachevsky Rural House of Culture";

requirements for the maintenance of buildings, structures, and premises are not fully complied with. The fire automation system in the buildings of branch №1 "District House of Crafts" and branch №3 "Dvorishchansky Rural House of Culture" is in disrepair;

requirements for ensuring safe evacuation in case of fire are not fully complied with. The possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes from premises with a large number of people is not ensured (the main entrance door in the House of Crafts building, the main entrance door and the auditorium door in the Krasnopolsky Rural House of Culture building, fire evacuation plans do not meet requirements in the Klyastitsky Rural House of Culture).

a 10% reserve of fire detectors of each type is not provided;

fire doors on the second floor of the building are operated not in accordance with the operating documentation.

Branch №1 "District House of Crafts"

the fire automation system in the building is in disrepair (disconnected);

the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured;

the corridor width on the evacuation route is not ensured to be at least 1 m, taking into account the two-sided arrangement of doors opening from rooms into the corridor;

the height of thresholds in the doors of evacuation exits is more than 0.06 m;

the transmission of notifications about fire, malfunction, and unauthorized opening of the device casing to a room with round-the-clock duty of trained personnel or to a fire and rescue unit of the Ministry of Emergency Situations is not ensured.

Branch №2 "Gorbachevsky Rural House of Culture"

construction materials with unconfirmed fire-technical characteristics are used for interior finishing of evacuation routes (in the building corridor) (linoleum on the floor);

the minimum evacuation width of the exit to the outside of the building is not ensured to be at least 0.8 m;

the width of evacuation exits from offices in the building is less than 0.8 m;

the height of thresholds in the doors of evacuation exits is more than 0.06 m;

the height of evacuation exits to the outside, and exits from offices is less than 1.95 m;

the evacuation width of the corridor located in the Gorbachevsky rural executive committee, taking into account the two-sided arrangement of doors, is less than 1 m;

a 10% reserve of fire detectors of each type is not provided;

full technical maintenance of maintenance regulations No. 1 and No. 2 according to the technological maps for the system is not ensured, with verification of signal transmission through the "Molniya" notification system.

branch No. 3 "Dvorishchansky rural House of Culture"

the height of the threshold in the door of the evacuation exit is more than 0.06 m;

the height of the threshold in the door of the evacuation exit to the auditorium is more than 0.02 m.

branch No. 5 "Krasnopolsky rural House of Culture"

a material with unconfirmed fire-technical characteristics (linoleum) is used for floor covering in the building;

materials with unconfirmed fire-technical characteristics (materials for interior wall finishing) are used in the building;

the height of the threshold in the door of the evacuation exit is more than 0.06 m;

the height of the threshold in the door of the evacuation exit to the auditorium is more than 0.02 m;

notification of fire, malfunction, and unauthorized opening of the device casing to a room with round-the-clock duty of trained personnel or to the fire and rescue unit of the Ministry of Emergency Situations is not provided;

the fire automation system is in a faulty state (fire detectors in the auditorium are disconnected from the loop).

branch No. 7 "Selyavshchinsky rural House of Culture"

the fire alarm system in the building is in a faulty state;

fire evacuation plan does not meet requirements;

the possibility of free opening from the inside without a key of locks (latches) on doors located on evacuation routes (main entrance doors) is not ensured.

Branch No. 8 "Sokolishchensky Rural House of Culture"

the height of the threshold in the door of the evacuation exit to the auditorium is more than 0.02 m;

the height of the evacuation route near the stage is less than 2 m;

the distance between duplicate fire detectors is less than 1 m;

the fire automation system in the building is out of order;

a 10% reserve of fire detectors of each type is not provided.

Branch No. 9 "Yankovichsky Club-Library"

the distance between duplicate fire detectors is less than 1 m;

the height of the threshold in the door of the evacuation exit is more than 0.06 m;

the height of the threshold in the door of the evacuation exit to the auditorium is more than 0.02 m;

fire evacuation plans do not meet requirements;

the possibility of free opening from the inside without a key of locks (latches) on doors located on evacuation routes (padlock on the main entrance door) is not ensured.

Branch No. 10 "Golovchitsky Club-Library"

the fire automation system is out of order (partially dismantled);

the possibility of free opening from the inside without a key of locks (latches) on doors located on evacuation routes is not ensured.

the minimum evacuation width of the exit to the outside from the building is not less than 0.8 m.

Branch No. 5 "Krasnopolsky Rural House of Culture"

the fire alarm system in the building is out of order;

the possibility of free opening from the inside without a key of locks (latches) on doors located on evacuation routes is not ensured.

Branch No. 6 "Klyastitsky Rural House of Culture"

the fire automation system in the building is out of order;

fire evacuation plans do not meet requirements;

the fire and explosion hazard category of the firewood storage warehouse has not been determined.

The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge by officials of the State Cultural Institution "Rossonsky District Center of Culture and Folk Art" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude towards the performance of their direct official duties, as well as weakened control by the institution's management.

The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
