A sample inspection was carried out
In June 2025, employees of the Rossonsky District Department for Emergency Situations conducted a fire safety inspection of the unitary enterprise of housing and communal services of the Rossonsky District (Head – Evgeny Mikhailovich Blokhov).
During the inspection, the following violations of fire safety requirements were identified:
in the apartment building at the address: Sovetskaya St., bld. 60, fire alarm systems are faulty (disconnected);
in the apartment building at the address: Lenina St., bld. 20, fire alarm systems are faulty (disconnected);
Dormitory at the address: Lapenko St., bld. 1, urban settlement Rossony:
the height of the emergency exit from the building (first entrance) is less than 1.95 m;
the width of the emergency exit from the staircase on the 1st floor (first entrance) is less than 0.9 m;
a 10% reserve of fire detectors of each type is not provided;
Central Boiler House No. 1 at the address: Sovetskaya St., bld. 24a, urban settlement Rossony:
the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (the SPI "Molniya" system is faulty);
the height of the threshold in the emergency exit door from the machine room is more than 0.06 m;
a 10% reserve of fire detectors of each type is not provided;
category signs are not fully posted on the outer side of the doors (gates) of rooms categorized by explosion and fire hazard;
the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (external emergency doors, door from the machine room);
Central Boiler House No. 22 at the address: Kolkhoznaya St., bld. 28a, urban settlement Rossony:
a 10% reserve of fire detectors of each type is not provided;
the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (the OP-4 fire extinguisher in the repair area is missing a nozzle);
the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (door from the machine room to the corridor);
indicators of categories are not fully posted on the exterior of the doors (gates) of premises classified by explosion and fire hazard (boiler room premises);
fire evacuation plans do not comply with the requirements (not all manual fire detectors are displayed on fire evacuation plans, the phrase "Action of Personnel" is used instead of "Order of Action of People", premises are not designated, and the fire alarm control panel is not displayed);
the location of the fire extinguisher in the electrical panel is not marked with a fire safety sign in accordance with GOST 12.4.026-2015 "Signal Colors, Safety Signs and Signal Marking. Purpose and Application Rules. General Technical Requirements and Specifications. Test Methods";
Rossony Hotel at: Sovetskaya St., 5, urban-type settlement Rossony:
materials with unconfirmed fire-technical characteristics (linoleum) are used for floor covering in the corridors of the 2nd and 3rd floors of the building;
a 10% reserve of fire detectors of each type is not provided;
the distance between duplicate fire detectors is less than 1 m;
the "Exit" light indicator is installed more than 0.5 m above the doorway of the main evacuation exit from the building;
House of Services Building at: Sovetskaya St., 2, urban-type settlement Rossony:
the operability and serviceability of fire protection and fire extinguishing means, and fire water supply are not ensured (fire cabinets are incomplete, fire hydrants are dismantled, hoses and nozzles are missing);
the width of the exit from the stairwell (near Belarusbank) is less than 0.9 m;
fire cabinets in the building are made of combustible material;
stairwell doors are not equipped with self-closing devices and seals in the rebates;
materials with unconfirmed fire-technical characteristics (
Under the marches of evacuation stairwells, premises are arranged, with the exception of central heating control units, water metering units (under the main stairwell, under the stairwell near the court of the Rosson District);
the operability and serviceability of fire protection and fire extinguishing means, as well as the constant readiness for their use, are not ensured (technical maintenance of the fire alarm system is not ensured);
the building is not equipped with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;
the building is operated not in accordance with the design and operational documentation (a partition has been installed on the 2nd floor dividing the corridor, shops have been set up in the offices, a door has been dismantled on the 2nd floor leading from the corridor to the hall);
the "Exit" light indicator near the museum premises is installed at a distance of less than 2.2 m from the floor level to its lower part without protection against mechanical damage;
the distance between duplicate fire detectors is less than 1 m;
in the stairwell of the building near the court of the Rosson District, above the 2nd floor, the distance from the floor level of the landing to the manual window opening device is more than 1.7 m;
the building is not fully equipped with a fire alarm system;
the building is not fully equipped with a system for notifying and managing the evacuation of people in case of fire;
the building is not fully equipped with a system for transmitting fire notifications;
the possibility of unlocking locks (latches) from the inside without a key on the doors located on the evacuation routes is not ensured (the main entrance door to the building, the doors of the stairwell near the court of the Rosson District, the doors of the stairwell near the museum, the doors of the main entrance to the court of the Rosson District, the doors of exit from the second floor to the stairwell, the doors dividing the corridors on the 2nd floor);
on the 1st-3rd floors of the building, there are no fire evacuation plans in the form determined by the Ministry of Emergency Situations;
the locations of manual fire detectors in the building are not marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and signal marking. Purpose and rules of application. General technical requirements and characteristics. Test methods";
operability and serviceability of fire protection and fire extinguishing equipment, as well as constant readiness for their use, are not ensured (fire automation systems are out of order (the battery is faulty, the "Molniya" fire alarm system is missing a SIM card));
Bathing and Health Complex at: 22a Sovetskaya St., Rossony urban-type settlement:
the building is not operated in accordance with the design documentation (part of the building has been re-planned; a beauty salon and a funeral supplies store have been set up in the locker room premises; a shoe repair workshop has been set up in the warehouse premises; a sauna has been set up in the ironing room premises);
the building is not equipped with a fire alarm system;
the building is not equipped with a fire alarm and human evacuation management system;
the building is not equipped with a fire alarm transmission system;
it is not ensured that locks (latches) on doors located on evacuation routes (doors leading to the hall) can be freely opened from the inside without a key;
a fire evacuation plan, in the form determined by the Ministry of Emergency Situations, is missing;
Production Base at: 28 Kolkhoznaya St., Rossony urban-type settlement:
the automotive workshop building (arch shed) is not equipped with a fire alarm system;
the automotive workshop building (arch shed) is not equipped with a fire alarm and human evacuation management system;
the automotive workshop building (arch shed) is not equipped with a fire alarm transmission system;
there are no category indicators on the outer side of the doors (gates) of premises classified by explosion and fire hazard (lathe shop, warehouse building);
the locations of fire extinguishers are not marked with fire safety signs (in the lathe shop, in the fire cabinet near the arch shed and near the dispatch office, in the warehouse) in accordance with GOST 12.4.026-2015 "Signal Colors, Safety Signs and Signal Markings. Purpose and Rules of Application. General Technical Requirements and Specifications. Test Methods";
operability and serviceability of fire protection and fire extinguishing equipment, as well as constant readiness for their use, are not ensured (in garage box (responsible Karasev N.V.) fire extinguisher OP-4 lacks a nozzle, is not recharged; in garage box (responsible Yadchenko A.N.) fire extinguisher OP-8 lacks a nozzle, is not recharged; in the warehouse fire extinguisher OP-8 is not recharged);
fire extinguishers in the warehouse building and in the welding shop are placed on the floor;
a plan for the placement of motor vehicles to create conditions for the evacuation of motor vehicles in case of fire has not been developed;
training sessions on the evacuation of motor vehicles from garages and parking lots have not been conducted, with an act of arbitrary form being drawn up (not conducted in 2023, 2024 either);
a designated smoking area is not equipped with one powder fire extinguisher with a fire extinguishing agent mass of at least 8 kilograms;
garage boxes are not fully provided with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations (each box must have at least 1 OP-8 or 1 OU-5 or 1 OVP-10);
tractor state number 8101 VV-2 is not provided with the required amount of primary fire extinguishing means (1 OP-4 needs to be added);
Administrative building at: Sovetskaya St., 5, urban settlement Rossony:
the possibility of unlocking locks (latches) from the inside without a key on doors located on evacuation routes is not ensured (doors leading from OZON, Wildberries pickup points to the outside);
the building is not fully provided with primary fire extinguishing means in accordance with the norms determined by the Ministry of Emergency Situations;
the height of the threshold in
fire extinguishers in the building are placed on the floor;
it is not ensured that locks (latches) on doors located on evacuation routes (main and emergency exit doors) can be opened freely from the inside without a key;
the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (two OP-8 fire extinguishers in the watchman's office are missing nozzles);
the building is operated not in accordance with the design documentation (a funeral hall has been arranged);
the height of the threshold in the evacuation exit door is more than 0.06 m;
the height of the evacuation exit from the building is less than 1.95 m;
the width of the evacuation exit from the building is less than 0.8 m;
the building is not equipped with a fire alarm system;
the building is not equipped with a system for notifying and managing the evacuation of people in case of fire;
the building is not equipped with a system for transmitting fire alarms;
Administrative building at: 1A Lapenko St., Rossony urban settlement:
the fire evacuation plan does not comply with the form determined by the Ministry of Emergency Situations (instead of the phrase "Order of People's Actions", "Order of Personnel's Actions" is written, the placement of fire extinguishers is incorrect, the location of manual fire call points is incorrect, the fire control panel is not displayed, the "You are here" sign is in the wrong place);
it is not ensured that locks (latches) on doors located on evacuation routes (main exit doors, doors leading to the stairwell, entrance doors to the "Yan Syrodel" shop, door leading to the stairwell from the "Yan Syrodel" shop) can be opened freely from the inside without a key;
fire cabinets in the building are made of combustible material;
the height of the evacuation exit from the building is less than 1.95 m;
Residential Fund:
in the semi-detached house at: Rossony urban settlement, 2nd Tolstogo Lane, Bldg. 4, Apt. 1, living rooms, as well as rooms containing heating appliances, are not equipped with autonomous fire detectors
on the outer side of the doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
Boiler house No. 12 at the address: Krasnopolye agro-town:
on the outer side of the doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
fire extinguishers in the building are placed on the floor, cl. 4.1 cl. 4 OTPB, cl. 4.2.3 TKP 295-2011 "Fire equipment. Fire extinguishers. Requirements for selection and operation";
Boiler house No. 3 at the address: Lapenko St., 36, Rossony urban-type settlement:
on the outer side of the doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
Boiler house No. 10 at the address: Gorbachevo agro-town:
on the outer side of the doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
the possibility of opening locks (latches) on doors located on evacuation routes (emergency exit doors) from the inside without a key is not ensured;
a special smoking area is not equipped with 1 powder fire extinguisher with a fire extinguishing agent mass of at least 8 kilograms;
Boiler house No. 8 at the address: Pervomayskaya St., Klyastitsy agro-town:
on the exterior of doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
the locations of fire extinguishers are not marked with fire safety signs in accordance with GOST 12.4.026-2015 "Signal colors, safety signs and signal marking. Purpose and rules of application. General technical requirements and characteristics. Test methods";
a special smoking area is not equipped with 1 powder fire extinguisher with a fire extinguishing agent mass of at least 8 kilograms;
Boiler room No. 17 at the address: Tsentralnaya St., ag. Klyastitsy:
on the exterior of doors (gates) of premises categorized by explosion and fire hazard, there are no indicators of their category;
The causes and conditions contributing to the commission of the specified violations were the insufficient knowledge of the requirements of regulatory legal acts in the field of fire safety by officials of the State Cultural Institution "Rossonsky District Center of Culture and Folk Art", a formal attitude towards the performance of their direct official duties, as well as weakened control by the management of the institution.
The Ministry of Emergency Situations reminds that in accordance with Article 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention measures in their respective organizations.
